Requirements

Job Description

• Compile and prepare reports and other documents as required by the Client/Supervisor/Site Team
• Assist the site team in updating the Drawings/Document Register with all drawings/documents received on site, ensuring that drawings are updated
• Maintain filing system
• Responsible for site office daily administrative works including submission, application and getting approval of site passes from relevant authorities
• Set up filing system and keep all files and correspondences
• Request stationery and maintain of site office and equipment
• Send out/receive all documents
• Coordination between HQ, Site Team and Client for site access, transport arrangement, onboarding of new staff, arranging interviews for candidates proposed by HR team
• Set up of new workstations
• Collation, verification and submission of timesheet in timely manner (including OT timesheet)
• Any other ad-hoc duties

Requirements

• Min. O level certificate
• At least 2 years of relevant working experience in document management
• Strong communication skills, both written and spoken

• Good working knowledge of MS Office, and adept at spreadsheets and file management system

• 42.5 hours work week (5 days)

• To Manage daily site activities during the site installation works.
• You are expected to regularly visit sites to check on progress, site issues and coordination.

Responsibilities:

· Supervise the contractors’ works to ensure that work is carried in compliance with the design intent, specifications and quality of works required under the terms of contract.

· Maintain a Site Diary of events and daily surveillance.

· Attend site progress meetings/technical meetings/consultants’ meetings.

· Keep a close check of the contractors’ installation details of items which require specific compliance to CP/manufacturers’ installation instructions.

· Ensure timely submissions, review and approval of shop drawings, technical submittals, and samples by contractors.

· Prepare and update list of outstanding/non-compliance works and submit to the PM for discussion at site/progress meetings.

· Monitor and report of progress of works against schedule and prepare monthly updates of site progress.

· Resolve site coordination issues with contractors, consultants, and internal stakeholders.

· Plan, coordinate and conduct site inspections and T&C schedules with stakeholders.

· Compile and track Defects Lists with the consultants and/or contractors.

· Lead and attend inspection and testing & commission requested by FM and other stake holders.

· Lead and execute Special Projects or tasks as directed by Reporting Officer.

Requirements:

· Bachelor’s Degree or Diploma in Architectural / Architectural Technology, Engineering, or other relevant qualifications with at least 5 years of relevant site experience in healthcare infrastructure or construction supervision/design consultancy in the built environment sector.

· Familiar with inspection process in a healthcare environment or in any relevant built environment sector.

· Experience in supervision of Additions and Alterations works in a healthcare environment or in any relevant built environment sector.

· An independent team player who is proactive, adaptable and works well under pressure.

· Proficient in AutoCAD drafting. Knowledge in 3D Sketchup software is advantageous.

· Able to prepare and plan project schedules using project management tools or Excel programme.

General Overview

This position is part of the site Mechanical team that provides technical/maintenance support to the Operation and Project teams in LNG Terminal. He/she would be mainly responsible for overseeing the safe and reliable operations and maintenance of the Terminal assets from the Mechanical discipline perspective.

The incumbent is also responsible for establishing, reviewing and overseeing the relevant mechanical design elements of new build equipment / asset enhancement activities and implementation of minor mechanical engineering projects, while ensuring the overall mechanical integrity of the terminal.

Roles and ResponsibilIties

The incumbent shall be responsible for, but not limited to, the following scope of tasks and duties:

• Provide technical/maintenance support and solutions to the terminal operation Teams including supporting the development of maintenance strategy focusing on equipment reliability, compliance, spares inventory requirement, preventive and predictive maintenance programmes and mechanical maintenance procedures for mechanical equipment.
• Lead the maintenance, troubleshooting, repair, commissioning and replacement of mechanical static equipment and piping systems.
• Manages the in-house contractor and equipment vendor to execute mechanical work/improvements within the terminal to ensure safe work execution and gas supply reliability
• Responsible to ensure compliance to applicable regulations/industry best practices, safe to operate, fit for purpose, maintainable and reliable for the site’s modified or newly build mechanical systems (such as marine loading arm, pumps, pressure vessel, safety device , etc).
• Manage and ensure list of statutory equipment (lifting machine, lifting gears, pressure vessel, safety valves, etc) are timely serviced and inspected in accordance to statutory codes and compliance standards
• Perform root cause analysis on equipment failure and provide recommendations to resolve technical issues which may also arise from vibration, RT, UT, oil and other analysis as part of predictive maintenance programmes
• Manage and maintain historical information on static and rotating equipment such as running hours, data statistical information on all plant shut down and loss of production events caused by mechanical systems, engineering documents and review applicable codes and standards for compliance purpose
• Lead technical discussions, execute and manage project schedules and cost and collaboration with external and internal stakeholders, vendors for end of life and improvement project using SLNG Management of Change (MOC) process for mechanical equipment
• Liaise with external stakeholder including government agencies on approval and risk of shutdown of mechanical system that will affect gas-send out
• Participate in RCA, RBI, HAZID, HAZOP, Model Review studies for mechanical packages, co-ordinates and close out Mechanical related issues
• Participate in emergency response and may be assigned to a specific role and responsibility for such purpose

Work Experience

• Minimum of 3-5 years’ experience in maintenance of plant equipment, rotating machinery and static equipment, preferably in oil/petrochemical or related industries
• Good knowledge and experience working on different types of in-service pipeline inspection. Knowledge of the LNG / natural gas or other hydrocarbon industries an advantage
• Relevant technical experience in maintenance of mechanical/ machinery systems i.e compressor, pump, pressure vessel, hydraulic components and piping system.
• Conversant with local codes, regulations and standards, equipment inspection and schedule requirements. Certified in API, vibration and other analysis standards will be well regarded
• The incumbent should possess the following personal attributes:

Education

• Bachelor Degree in Mechanical Engineering or other relevant Engineering/Technical disciplines
• Candidates with professional accreditation or affiliation to professional bodies of engineers will have an advantage

Roles & Responsibilities

Plan, lead and supervise upgrading works, addition and alteration works

Lead a team of supervisors and workers and oversight of manpower for project execution

Ensure designs / drawings meet relevant code and compliance requirements, and good engineering practices

To attend site matters / discussions to resolve technical / site issues and progress matters

Continuing to improve all installation works schedule and quality of work through proper planning of work method, materials procurement and selection, and efficient site management

Monitor and control project schedule, materials delivery and budget etc

Liaise coordinate with clients, consultant, project supervisors and sub-contractors on project related issues and to ensure project objectives are met

To supervise and ensure works are in accordance to the contract drawings and specifications

Establish and maintain a detailed tracking and filing system of all documents

To prepare, submit Variation Claims with instruction documents & part-plan from client

Maintain all filing systematically & uploading of softcopies in the system

To place materials order to Purchaser in advance as per Order list as per site requirement

Responsible for ensuring implementing safety measures
