We are seeking an experienced Contract & Tendering Manager to join our Data Center Solution Sales Team in Singapore. In this role, you will play a critical part in the technical and commercial assembly of tenders, providing support throughout the tendering process and ensuring seamless progression to closing. You will collaborate closely with internal teams and external stakeholders to deliver high-quality proposals that meet our clients' needs and drive business growth.

Responsibilities:

Tender Management:

• Prepare detailed plans and documentation for supplier quotations, forming the basis for pricing strategies.
• Obtain, compile, and evaluate quotations from suppliers and vendors in line with tender requirements.
• Prepare bills of quantities, including quantity take-off, material sourcing, and estimation of materials and labor costs.
• Conduct detailed breakdown pricing and cost analysis to support competitive tender submissions.
• Understand tender scopes concerning work details, pricing schedules, and non-material requirements, handling deviations and communications through clarificaitons.
• Provide expertise in Design & Build tenders.

Contract Administration:

• Assist in drafting new contracts, variations, and contractual correspondence.
• Support delivery teams in contract and commercial administration throughout the data center development lifecycle.
• Coordinate with the finance team to ensure timely payments to contractors as per contract terms.
• Maintain accurate records of all contracts, agreements, and amendments.

Risk Assessment and Compliance:

• Review tenders focusing on sales governance to ensure compliance with company standards and policies.
• Assess risks associated with deals, providing insights to bid teams and decision-makers.
• Escalate high-risk bids to appropriate approvers, facilitating necessary approvals and risk mitigation.

Stakeholder Engagement:

• Act as a key communicator to internal and external stakeholders on contractual and financial matters related to data center development.
• Engage and liaise with external consultants, contractors, and suppliers, maintaining a registry of approved providers.
• Provide guidance and coaching to bid teams on bid development, risk assessment, and compliance.

Reporting and Analysis:

• Maintain and update the development cost database, providing regular cost reports and analysis.
• Assist in developing and implementing reporting tools to measure key contract metrics.
• Capture and analyze bid submission data, offering insights to improve future tender strategies.
• Compile progress, Win/Loss and lessons learnt reports.

Continuous Improvement:

• Participate in departmental initiatives to enhance processes and drive organizational objectives.
• Stay informed about market trends, benchmarking, value engineering, and construction-related cost risks.
• Contribute to business process improvements, fostering a culture of excellence and innovation.

Requirements:

• Bachelor's Degree in Quantity Surveying, Building Services, Engineering, Business Administration, or a related field.
• Minimum 6-9 years of experience in contract administration, tender management, or a related commercial role within construction or data center environments.
• Proven experience in handling IT project tenders; experience with data center projects is highly preferred.
• Familiarity with design and build tender, construction contracting and procurement strategies.
• Strong understanding of tender processes, contract administration, and procurement procedures.
• Excellent attention to detail with strong analytical and risk management skills.
• Proficiency in MS Office Applications (Word, Excel, PowerPoint); experience with cost management systems is a plus.
• Outstanding communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
• Ability to work independently under tight deadlines with minimal supervision.
• Self-motivated, resourceful, and capable of handling multiple tasks simultaneously.
• Good command of written and spoken English; proficiency in additional languages is an advantage.

Job Responsibilities:

• Able to work independently, engage and communicate efficiently and guide Subcontracting Officers and promote team work.

• Improve/expand the subcon tariffs for all trades.

• Work closely with other departments to support yard operations.

• Generate/review RFQs, check sub-com draft bills, negotiate and finalise quotations/draft bills with the subcontractors.

• Control and manage subcon draft bills and invoices for timely settlement/payment.

• Review and monitor sub-cons financial stability, identify risk areas prior to engage for their services.

Requirements:

• 4 to 5 years' experience in similar position/capacity with a reputable shipyard.

• Bachelor Degree or Diploma in Naval Architect or marine engineering or similar qualification with strong technical background.

• Experience in yard production will be an advantage.

• Able to work in Indonesia, Batam full time.

Reporting to the HOD of Finance & Risk Management, you will play a pivotal role in supporting the Foundation’s delivery of healthcare service by leading and managing the Finance Operations, accounting and financial reporting functions. Your primary responsibility will be to ensure the effectiveness and efficiency of financial processes and controls, to provide financial insights that aligns with the Foundation’s strategic objectives, enhancing financial performance and supporting decision making at the highest level. Your responsibilities are as follows:

1. Leadership of Finance Operations & Accounting management

• Oversee all aspects of finance operations, including accounts payable, accounts receivable, inventory management, and fixed assets.
• Lead the team to ensure that financial transactions are processed accurately and efficiently, complying with internal controls and policies.
• Streamline and optimize financial operations and upstream processes.

2. Financial Reporting & Closing

• Prepare timely and accurate financial statements for month-end, quarter-end, and year-end.
• Provide Senior Management with comprehensive financial reports, offering detailed analysis, indicators and actionable insights that supports decision-making.
• Oversight to the Foundation’s budgetary and forecasts to ensure the robustness of the projections with what-if analysis.

3. Financial Controls, Risk Management & Process Improvement

• Evaluate, refine and enhance financial controls, systems, and procedures to mitigate financial risks and emerging challenges.

4. Statutory Compliance & Financial Stewardship

• Act as the primary liaison with external auditors to ensure the timely completion of statutory audits, annual certifications, and compliance submissions.
• Stay abreast of changes in tax laws, accounting standards, and regulations, ensuring that the Foundation meets all statutory obligations and maintains the highest standards of financial integrity and stewardship.

5. System Development and Team Leadership

• Act as a subject matter expert in interpreting and applying financial policies, providing guidance on complex financial transactions.
• Advise leadership and departments on financial decisions, ensuring compliance with regulatory and organizational standards.
• Contribute to cross-functional corporate projects and support the implementation of financial initiatives across the organization.

6. System Development and Team Leadership

• Provide leadership to the finance team in both operations and systems.
• Lead the secretariat function of Finance Committee and any other Committee as needed to uphold the governance structure of the Foundation
• Supervise, mentor, and develop finance professionals by setting clear objectives, offering continuous feedback, and providing ongoing training.

Qualifications

• Degree in accountancy, Finance or related business discipline

Experience

• Minimum 8 years of progressive experience in accounting and finance roles with at least 3 to 4 years in a managerial capacity
• Significant experience in leading or overseeing statutory audits, compliance reporting and working with both external and internal auditors
• Prior experience in non-profit organisations, grant management and financial system implementation preferred

The day-to-day

• Serve as the main focal point for customer needs and requirements for all aspects of the Viasat system and service to deliver and grow the accounts
