Responsibilities:

Management Function

• Supervise the daily operations in the Hostel according to the SOPs.
• Ensure Youth Work Associates (YWAs) and Night Residential Care Worker (NRCW) understanding and alignment of practice with the overall philosophy
• Oversee staff relationship with residents and stakeholders.
• Manage staff morale, motivation and discipline in the department
• Monitor and develop staff competency and training in order to fulfill their evolving roles and responsibilities in the department
• Assist HOD to manage budget and manpower allocation
• Lead and support departmental meetings as necessary.
• Deliver Trauma-informed practices in daily staff and residents interactions/management.
• Coach and mentor new employee onboarding effectively with accurate and timely documentation records.
• Responsible in achieving Department goals
• Ensure work goals are aligned with Department goals

Role Function

• Cover the role of the shift staff when necessary
• Effective and fair roster planning to cater to the needs of the daily operations.
• Ensure adherence to the SOPs in the daily operations of the hostel
• Coach YWAs and NRCWs to perform their roles effectively
• Coordinate with other Departments when necessary
• Manage and oversee all documentations required for the department
• Assist HOD in preparation and submission of Monthly/Quarterly reports
• Assist HOD in managing crafting/reviewing/amending SOPs as per required
• Oversee all investigation and review investigation process/approach/techniques (Discipline Committee Chair)
• Oversee all the process in hostel (e.g. approved / prohibited items list / confiscated / safekeeping / remand items / body check, property check and dorm check)
• Oversight on departmental portfolio progress.

Development Function

• Assist HOH/HOD in roles and functions which are assigned.
• Assist HOD in planning the development of the YWA and NRCWs in the department.
• Assist HOD in reviewing current and implementing new process to meet requirements of the Ministry.
• Identify and attend courses/training for personal and professional growth and development.

Taskforce Involvement

• Able to lead taskforces within the department
• Able to represent the department to contribute in inter-department/inter-division taskforces

1. Job Description

• Provide casework and counselling services to clients and their families
• Assess needs of clients and their families and formulate Individual Service Plans (ISPs)
• Provide Information & Referral (I&R) to link clients and their families to appropriate services
• Ensure that the Halfway House’s Programme meets the mission, objectives and procedures of case management services
• Provide a proper filing system for Case Management and ensure relevant documents are filed accordingly, in accordance with audit requirements.
• Assist in the preparation of new casefiles (with relevant documents)
• Assist in compilation of statistics and preparation of routine reports, e.g. monthly reports, etc.
• Formulate and guide residents through case management for all residents assigned under his care.
• Track and evaluate the residents’ progress during their stay at the Halfway House. This includes involvement in case discussions among the relevant Halfway House Department and case conferences with the partner Singapore Prison Service officers.
• Manage residents’ case files and ensure that all case information and relevant documents are complete and updated regularly.
• Compile relevant details and provide timely updates (e.g. residents’ progress updates and attendance for sessions/activities and events etc.) for reporting purposes.
• Provide case management support as well as plan, review and conduct rehabilitative programs for the residents.
• Render professional social work services and advice to clients and their families.
• Identify, plan initiate and monitor existing and new programs so as to enhance the standard of social work services in the Halfway House.
• Work closely with external agencies such as the Ministry of Home Affairs (MHA), Singapore Prison Services and other social welfare organizations.
• Perform direct casework by doing initial intake interview, case analysis, treatment planning, family mediation and counselling.
• Assist in planning and implementing existing and new programme
• Liaise and coordinate with volunteers for programs and activities
• Involve/assist in PERTAPIS activities
• Any other duties as assigned by the Head of Home/Deputy Head of Home

2. Job Requirements

• Minimum Diploma in social work-related discipline for social worker associate
• At least Certificate in community care and social servicesor equivalent for social worker aide
• Satisfactory completion of an in-service halfway care training programme within the halfway house or similar facility with at least 2 years of work experience.
• Proficient in Microsoft Office applications such as Word and Excel, as well as able to perform basic statistical analysis
• Able to work independently and in a team
• Good interpersonal and communication skills (oral and written)

5 days work week

Monday to Friday - 9am to 6pm
