Purpose of the Job
As part of the middle management team, upkeep service standard by providing direct service and supervision to Assistant Senior Social Workers and Social Workers under close supervision within the organisation. Build core clinical and general competency among the team. Assess and respond to community development needs and harness resources with stakeholders, develop interventions and programmes within the organisation. Promoting alignment with agency values and team building.
Key responsibility areas
Casework – Engagement & Assessment
- Develop professional and engaged relationship with clients and other key service stakeholders.
- Conduct needs and intake assessment and risk assessment for complex cases by taking into account the integration of a range of information.
Casework – Case Review & Documentations
- Prepare social reports and ensure documentations are in place.
- Develop, maintain and review case notes and documents.
Casework – Goal Setting & Intervention Plans
- Work closely with multi-disciplinary team and/ or agencies to formulate and deliver care/ case plans.
- Lead case conferences as part of a multi-disciplinary team.
- Evaluate progress and effectiveness of casework interventions.
- Conduct closure of cases upon achieving sustainable service outcomes for clients, families and communities.
Group Work
- Assist in the planning, implementation, monitoring and evaluation of group work and provide recommendations for consideration to meet clients’ needs.
- Lead psycho-education groups that aim to provide information to and/or educate groups of target audience.
- Assist in therapeutic groups that aim to develop target groups of clients.
Perform community development work
- Strategize and lead environmental scans and community need assessments, monitor trends and issues relating to needs of clients and community.
- Design, develop and implement community-specific development programmes in meeting identified community needs.
- Participate in community development initiatives and provide recommendations for consideration.
- Review community development initiatives for improvements and address service gaps.
- Collaborate and network with other agencies to pool community resources.
Professional Development & Education
- Monitor the application of principles and protocols as guided by professional Code of Ethics and identify and respond to ethical concerns in practice.
- Provide supervision and mentoring to Social workers & support staff to enhance skills, knowledge and expertise.
- Review models of care, organizational health policies, procedures and programmes.
- Network with Community partners.
Programme Development & Implementation
- Advocate for and lead the development of specific programmes targeted at service gaps and service delivery issues.
- Design programme and conduct outcome-based evaluation to meet the needs of gaps identified/ key clients.
- Manage and oversee the end-to-end development and delivery of programmes.
Professional Leadership
- Provide leadership to facilitate the development of profession as a whole, including coaching and mentoring skills for capability development, as well as promoting the alignment within the organization.
- Set and implement plan to ensure service output, outcome and service standard.
Supervision & Training
- Provide supervision & mentoring to junior social workers & support staff
- Identify training needs of social worker & support staff
Administrative Functions
- Assume the role of a Team Lead in the absence of the Head of Family Service Center.
- Acting role in the running of the center in the absence of the Head, FSC.
- Verify statistical collation & review information management system.
- Perform audits with adherence to organisation’s audit framework.
- Perform other duties as assigned by the Assistant Director & Head of FSC/Director/Management.
Required qualifications and experience
- Minimum Bachelor degree in Social Work or Graduate Diploma in Social Work preferably accredited with Singapore Association of Social Workers (SASW).
- Well versed in current social, economic, and governmental conditions and issues.
- Knowledge of human behavior and able to work effectively with individuals and groups.
- Min 6-8 years of experience in social service sector with at least 2 years of supervising professional social work staff.
- Good written, listening and verbal communication skills.
- Ability to establish effective working relationship with staff, other agencies and the community.
- Ability to work well under pressure, maintains composure, multi-task, establish priorities, meet deadlines and follow through on assignments.

- Knowledge of specialised theories and techniques and to customise the use of tools and approaches for therapeutic outcomes.
- Knowledge of facilitation skills to lead high-risk case conferences in multidisciplinary settings.
