Job Requirements

• Bachelor of Science Engineering Degree with minimum 10 years of experience

The Facilities Management team is responsible for ensuring that our buildings and facilities support the empowerment and inclusion of our users. To this end, the team ensures that our building and facilities are accessible, safe and in working order, while also ensuring that the needs of our occupants are met.

The Senior/Executive (Facilities Management) will be responsible for ensuring smooth daily operations, maintenance and upkeep of the RC’s estate and facilities, through regular building and M&E inspections, compliance to authorities’ requirements and management of service subcontractors to effectively achieve the highest standard. The postholder will also ensure that all facilities maintenance issues and emergencies are attended to promptly and rectified with minimal inconvenience and disruption. The postholder will work closely with vendors/contractors such as security force, cafeteria and transport services.

Critical Work Functions

Implementation of safety policies and initiatives to ensure a conducive and Safe Environment for Users

• Develop and implement preventive/corrective maintenance programs for M&E installations
• Develop and implement fire emergency plan, fire safety audit, maintenance plan for security surveillance systems and carpark facilities to achieve highest standard of safety and security
• Requisite safety and security equipment and parts
• Follow up and investigate incidents or complaints relating to fire safety and security in RC campuses and properties

Liaison with subcontractors and vendors

• Follow through the tender, evaluation and recommendation of service or term contracts, as well as its administration and management to ensure works are carried out in accordance to planned schedules, budget and approved specifications.
• Conduct general inspection to identify services for rectification and oversee sub-contractors’ performance in accordance with contractual work scope and timeline of completion
• Regularly coordinate and escort the external vendors to carry out regular maintenance and fixing services accordingly to schedule or as needed
• Plan the transportation deployment of the school vehicles; and ensure maintenance and upkeep of the school vehicles.

• Remain up to date and compliant with all relevant legislation, organizational procedures and policies
• Cultivate a high performance team culture through promotion of learning and development and regular feedback on performance

Job Holder Requirements

• Diploma in Facility Management/Building Services/M&E
• Entry level to experience
• This position requires work to be performed on-site.
• Postholder must expect to be on-call and available in emergency situations to respond to facility issues during off-hours (e.g. fire alarm, power outage, security alarm, etc.).

Responsibilities

The Facilities Techinican ensures that facilities are safe and functional by performing preventive and corrective maintainance activities. He/She conducts technical troubleshoooting for mechanical and electrical issues in compliance with the quality and safety standards, regulations and organizational Workplace safety and Health (WSH) practices.

• Perform daily operational activities which includes attending to customer's enquiries, needs and complaints.
• Perform preventive and breakdown techinical support and maintenance for mechanical/electrical services, plumbing & sanitary services, Aircon servicing and maintenance, ACMV systems, chillers and electrical control

Requirements

• 2 years or more related experience in Facilities Management will be an added advantage.
• Positive attitude, good interpersonal and customer-centric skills

Job Description:

1) Product Profitability Analysis, Production Improvement Plan

• Analyse the product profitability and actual key operation factors having impact on efficiency and profitability (For example, consumption, off-spec in production and aging product and management on no. of grades) and check/find the problem to solve or improve.
• Design and monitor production improvement plan to meet business KPI

2) Reporting on the Operation Performance

• Reporting on the operation performance, actions to be taken for problem solving for management or related parties (example monthly business report, ad-hoc reports and etc)
• Communicate and coordinate for the related parties to take the required actions on operation/marketing matters based on the analysis and reporting
• Manage and coordinate the project to accommodate the related parties’ needs in operation/ supply chain (example integrating systems)

3) Value Team (VT) and Business Steering Committee (BSC) Meeting

• Coordinate the VT and BSC meeting for SSNC, distributors, plant and R&D to discuss and action on technical /operation/marketing matters

4) Feedstock Supply (example C8)

• Feedstock supply and communicate with Octene-1 suppliers to secure and maintain the required quantity of Octnene-1 for production, solve the quality matter

5) Market Intelligence and Meet customer specifications and expectation

• Market Intelligence – gather and analyse information for better decision-making and to guide competitive strategy around market opportunity, penetration, and development.
• Ensure high quality of finished product in order to meet customer specifications and expectation.
• Resolve all issues in planning procedures and analyse activities to ensure compliance to finished product quality and service regulations

6) Protocol Design & Integration of Flows in Supply Chain

• Create processes and methods to gather supply chain data.
• Analyze data to identify problematic areas and suggest improvements.
• Plan and implement supply chain optimization projects to increase efficiency and reduce costs (e.g. warehouse-slotting, route planning and etc).
• Analyze the freight forwards and transportation cost to set best route and rate.

7) New Product Business Case Development

• Assist in new product business case development

8) Others

• Any reasonable duties which may be required from management from time to time

Job Requirements:

• Degree in Chemical engineering or Chemistry or other similar engineering
• Plus : business administration, statistics, marketing, etc.
• Total 8 years working experience in similar position
• Knowledge of polyolefin processes or equivalent in petrochemical industry
• Proficient in Microsoft Office and ERP systems, preferably SAP
• Analytical skill and holistic view to operation and problem-solving skills
• Excellence in Communication and coordination
