A. Development of Technology Knowledge and Commercial Support

B. Feasibility
Provide technical support to other project roles for specialist aspects.
C. Bidding Phase/Commercial Proposal
- Analyze and understand tender documentation.

- Define the discipline's activity and deliverable lists and coordinate activities per the project schedule.
- Identify technical queries, deviations, and proposed alternatives.
- Implement bidding methodologies, design criteria, and guidelines.
- Define and issue RFQs for externally sourced items.
- Coordinate material quantities and weight estimation.
- Prepare engineering manhour and material cost estimates.

D. Project Execution
- Ensure assigned goals and project quality/contractual requirements are met, taking corrective actions as needed and escalating significant issues to the TM.
- Define activity and deliverable lists, establish schedules, and align activities with contractual obligations.
- Monitor discipline project progress and manhour usage.
- Develop technical annexes for subcontracted engineering activities.
- Coordinate subcontractors and report discipline budget costs to the PM.
- Oversee workflows, interfaces, quality checks, and approvals for all discipline project documents, including vendor-related ones.
- Track and update scope of work changes and associated manhour/cost estimates.
- Provide technical support to procurement, construction, and other project functions.
- Assist the PM in technical client interactions (as delegated by the TM).
- Define and issue purchase requisitions.
- Ensure technical bid evaluations and vendor follow-ups.
Support construction inspection plans and vendor inspection test plans.
E. Construction and Startup
- Assist the construction team in implementing engineering solutions on-site.
F. Home Office Activities
- Validate manhour and cost estimates.
- Review key project documents in line with internal procedures.
- Assist project teams in resolving non-standard technical challenges.
- Update discipline workflows and technical standards.
- Support the creation of execution plans.
- Monitor discipline project KPIs.
- Participate in vendor technical qualifications and procurement strategy development.

Job Scope:

• Lead a team of engineers in executing civil and structural engineering tasks during both front-end and detailed engineering phases.
• Assist the Discipline Manager with resource allocation and manpower planning for the civil portion of projects.
• Develop project specifications, design philosophies, and calculation templates that align with client and local authority requirements.
• Oversee man-hour tracking and project scheduling for the civil engineering team.
• Prepare foundation, structural, and hydraulic calculation sheets, ranging from simple to complex designs, in line with project specifications and criteria. Ensure accurate load calculations and member sizes for structures.
• Produce 3D models and design drawings for structures and foundations, including fabrication drawings.
• Provide clear and concise design instructions and information to designers, ensuring all data is technically sound and facilitates efficient workflow.
• Prepare anchor bolt and set bolt lists for client procurement, ensuring compliance with safety factors and client specifications.
• Review and verify design outputs for accuracy and completeness.
• Serve as Assistant Key Person for smaller or NIDC projects.
• Coordinate with other engineers and designers to streamline the production of civil design and drawing deliverables.
• Perform other duties as assigned by the Department Manager

Requirements:

• Bachelor’s degree in Civil Engineering.
• At least 10 years of experience in plant engineering design and construction, particularly within the Oil & Gas, Refining, Petrochemical, Chemical, Pharmaceutical, or industrial sectors.
• Proficiency in using computer software and peripherals for engineering tasks.
• Basic knowledge of STAAD, AutoCAD, and MicroStation.
• Excellent communication, technical, and leadership skills.
• Strong analytical and problem-solving abilities.
• Ability to interpret technical data, contract reports, and instructions
