Roles & Responsibilities

The Resident Technical Officer shall report to the Consultant, be responsible for the constant/full-time standing supervision of the construction of Civil & Structural works of the project and shall exercise all reasonable skill, care and diligence in the discharge of the contract. The Resident Technical Officer is expected to know the Building Control Act (Cap. 29), its relevant by-laws and subsidiary legislation, rules and regulations and its latest revisions, have a working knowledge of the relevant statutory requirements, and comply with all the requirements concerning supervision, quality control and other documentation.

The Resident Technical Officer shall undertake all necessary duties as required to fulfill his role and responsibilities, including those duties stated below:

· Duties at commencement of Works

· Keeping records of the Works and reporting to the Consultant

· Inspection / supervision & testing of the Works

· Monitoring the Builder’s site management

· Maintaining documents / Information on the equipment / provisions

· Duties related to obtaining TOP / CSC

· Duties at completion of the Works

· Duties to be performed as directed by the Consultant

· Duties necessary for the completion and fulfilment of his statutory obligations under the Building Control Act

Requirements

· RTO should be a polytechnic graduate or hold an equivalent qualification. He shall be registered with the BCA and accredited with the JAC (IES-ACES).

· RTO should have 3 - 5 years’ experience in supervision of Architectural, Structural, Mechanical & Electrical and Landscape Architectural works.

· Be conversant in local legislation, regulations, and codes.

· RTO with relevant experience in projects similar in nature to the Works in National Parks Board, Civil Contracts will be favourably considered.

Responsibilities:

• Analyse project/business needs and necessary technical requirements, activities and employees, monitor planning continuously and take corrective measures if necessary.
• Coordinate the different technical activities (conceptual design, built, mobilisation, commission, maintenance and repair) in own focus area.
• Prepare and request budget for technical activities (based on detailed specifications), manage actuals and present views.
• Ensure conceptual, basic and detailed design is executed according to needs defined and in accordance with compliance regulations.
• Write technical specifications to workshops/shipyards, suppliers and service providers for technical asset production, repair and/or maintenance, evaluate proposals and decide on parties, in accordance with Technical Specifications and in agreement with Technical Manager, draft contract/PO and ensure execution/delivery according to these agreements.
• Have relevant expertise in the technical field, keep up with relevant developments in the own area and related areas of expertise and contribute to the (technical) field by developing new, state of the art knowledge and exchanging knowledge with colleagues.

Requirements:

• Relevant tertiary qualifications/Degree/Diploma/Master in Science or Engineering (or equivalent knowledge and experience)
• With minimum 7 years of relevant work experience
• Meticulous, organised and attentive to details in the midst of a fast-paced environment
• Analytical and problem-solving skills
• Excellent verbal and written communication skills in English
• Proficiency in MS Excel and IT skills

Responsibilities :

• Perform electrical and electronic conceptual details design work.
• Responsible for the analysis, definition, design, construction, testing, installation, modification, and maintenance of automated machines, containing software as the major component.
• Writes new machine program, makes modification to existing machine software, or integrates software application.
• Creates and executes until testing and integration testing ensuring machine software meets requirements.
• Identify, define and implement the technical architecture for use of auto visual inspection in our product within budget and schedule.
• Review electrical and electronic documents/drawings.
• Creates, reviews, and maintains all required technical documentation/manual related to assigned software to ensure supportability and reuse.
• Participate in project planning sessions with team members to analyze development requirements.
• Reviews project work with the team, included the machine design engineers and engineering engineers.
• Provide timely status updates for areas of individual responsibilities within projects to superior.
• Provides technical support to operations or other development teams.
• Overall responsibility for technical issues and coordinate with other disciplines.
• To participate in the continuous improvement programs to explore ways and means to improve production efficiency and reliability.

Requirements :

• Bachelor's Degree in Electrical, Electronics Engineering with min one (1) years of relevant experience.
• Experience working with vision system database.
• Knowledge of camera, light, and lens selection for applications ranging from defect detection to part location.
• Programming background with high-level languages such as Visual C# WPF, C++ and Python.
• Experience in developing vision system with Halcon and Opteon camera.
• Good knowledge in Machine Vision programming and experiences.
• Good experience on automation controls, motors & sensors like PLC, CTC, Beckoff PC and controllers, Servo & Stepper motors.
• Familiarity with wiring/cabling size/terminations and load/temperature requirements.
• Familiarity with industrial machinery design.
• Skilled in the utilization of statistical analysis.
• Required to travel regionally (average 20% of the time).
• 5 days work week.
• Transport pick-up at Bedok MRT station.

Job Scope

· Work with the research center for scale-up production/ manufacturing· Troubleshoot and advise on electrical and mechanical Fuel cell systems together with superior. Do fuel cell product testing

· Monitoring stock level and dealing with suppliers for the production process

· Answer all technical enquires and maintenance requirements from customers as assigned by the Manager

· Complete projects on time and within budget. Carry out any other work directly by your immediate superior or Director

· Cooperate with the team to solve problems

Requirement

· Bachelor's Degree or equivalent in Engineering or Other Advanced Diploma / Post-Diploma qualifications in Electronic Certificate equivalent

· With at least 2 years of working experience in a relevant field ( Fresh graduates are welcome to apply)

· Good computer skills i.e MS Office Suite and MS Project, Autocad, Photoshop

· Fast learner

· Good problem-solving, organizational, analytical, and critical thinking skills

· Ability to manage your project effectively

· Must be able to work in a team environment, including the ability to manage vendors and project stakeholders

· Demonstrate proactiveness in handling tasks at hand.

· Previous experience working with lab/industrial equipment required (if applicable)

Degree in Civil Engineering / Geotechnical Engineering with 3 - 5 years experience in Geotechnical and Structural Instrumentation works especially working experience in Singapore MRT Projects.
