Role Summary:

The Technical Project Manager will oversee and manage technical projects related to the enhancement, replacement, and installation of innovative entertainment systems across the Resort. Job Responsibilities:

Job Requirements:

Responsibilities

.1 Accountable to Fleet Manager.

.2 As a Fleet Member, he shall assist FM in implementing Fleet Management System. He shall with his best endeavour to advise FM in relation to performance of the assigned vessels.

.3 Ensure that the vessels under his supervision have on board all the required valid statutory, class and other trading certificates.

.4 Ensure that the vessels under his supervision are manned according to Safe Manning Certificate and that all crew have valid documents required by STCW and flag state.

.5 In co-ordination with the Master and the Chief Engineer, to prepare a PLANNED MAINTENANCE PROGRAMME for submission to the GM at the beginning of the year for the LONG TERM STRATEGIC MAINTENANCE PLANNING.

.6 Monitor the maintenance routines of the vessels under his supervision and ensure that maintenance, inspections and testing are carried out as planned and are not left overdue.

.7 Carefully scrutinise all SPARES AND STORES REQUISITIONS from the vessel before approval for quotations and ordering.

.8 Ensure that the vessel submits technical and other reports in a timely manner.

.9 Review all technical reports submitted and take actions for any non-conformance or below par performance.

.10 Review the vessel's performance in terms of speed, fuel and lub oil consumption and take corrective actions in time.

.11 Study the fuel oil and lube oil analysis reports and advice the vessel of the action to be taken.

.12 To review the budget v/s actual performance of the ships under his care and take corrective measures by way of controlling expenditure, and if the situation demands, submit a proposal for the revision of the budget and approach the management with the appropriate data.

.13 To prepare and submit a quarterly report for customers on the vessels under his care and should cover at least the following:

a) Vessel’s Routing

b) Vessel's Condition

c) Survey and Certificates Status

d) Crew and Personnel Matters

e) Off-hires, if any

f) Accounts (Budget vs. Actual)

g) Class Status Report

h) Photos

.16 Preparation of dry-docking specifications, making a comparative chart of quotations received from various yards and obtaining the Management or Owner's approval.

.17 Visit the vessels at appropriate intervals as per approved ship visit plan and inspect them as per the procedures laid down.

.18 Carry out any additional work assigned by the FM.

.19 Apart from their technical responsibilities, a Technical Superintendent is required to ensure that he is familiar with all the commercial aspects and other commercial related details of his vessels, such as:

a. Relevant clauses of Charter Party such as speed and consumptions, cargo exclusion and others;

b. Contents of Charterer’s voyage instructions such as tendering NOR, clausing B/Ls and Mate’s Receipts, cargo holds cleanliness, Stevedore’s damage reporting and others;

c. Reporting requirements from Charterer or Sub-Charterer;

d. Arranging pre-loading surveys for certain cargoes;

e. Lodging sea protests;

f. Handling protests from shippers, receivers and Charterers;

g. Lodging insurance claims, collecting evidence and following up until closure;

h. Pre-arrival reports required by various port states such as eNOA/D, ballast watr exchange reporting and others;

• Respond to the recovery and repair of Ride & Show mechanical, electrical, hydraulic, and pneumatic equipment at Universal Studios Singapore (USS).
• Troubleshoot failed components using basic test equipment, schematics/prints, and specialized tools, equipment, and resources.
• Report to the Team Lead during the reset of Ride & Show systems to ensure safe operation.
• Support the Attractions Operations team in the safe evacuation of guests from ride vehicles during downtime.

• Prepares schedule, pre-planning and resource forecasting for engineering and other technical activities relating to the project topsides design, ensuring all activities are kept within the project budget;
• Assist topsides EPM in organizing regular inter-discipline review meetings and interface checks.
• Participates in project meeting, reports on the project status and attends to basic technical queries and issues including reviewing the performance of vendors/ subcontractors in the project
• Liaises with customers, topsides design sub-contractor, vendors, consultants and cross-functional team to coordinate project plan and handles technical issues in order to meet the project schedule
• Assist topsides EPM to ensure Design Reviews conducted with appropriate attendees and manage the action register to monitor the close-out of identified action items.
• Support topsides EPM in identifying dependencies and obtaining alignment with project stakeholders to ensure safety and quality are not sacrificed in the effort to meet the project schedule.
• Collates project documentation and database from the project for submission and retention, as required and compiles the records from current and past projects as lessons learnt
• Review & comment the activities & deliverables list from each discipline, mainly the topsides design related activities & deliverables;
• Lead & co-ordinate between Hull’s Team, topside lead designers from every discipline, external design house (when applicable) & client (when applicable) to define the boundary for each module and boundary between topside & hull;
• Co-ordinate between discipline to utilize the shared license based-on work priority;
• Monitor & control the topsides design manhours based-on the available budget allocated by commercial team or as defined by discipline Lead Designer;
• Record & follow-up all the topsides design pending issues / problems highlighted by Lead Designers from every discipline, and report to Topsides Engineering Manager;
• Expedite the information required by each discipline prior to start & complete the topsides design works;
• Monitor 3D model clashing issues with other discipline;
• Prepare Weekly Report related to Overall topsides design Progress, Area of Concern, Pending Items, Clashes Register, Interface Register, Down Time Register, Available Resources against Planned Resources, Manhour Usage against Planned Manhour, etc & Action Plan & submit to Topsides Engineering Manager/Engineering Project Manager & GM;
• Lead topsides design review activities either internally with other discipline or externally with other parties (include client);
• Initiate, organize, participate, record & file the minutes of meeting with external parties (include client) for topsides design related activities;
• Prepare, update & monitor the topsides design Punch List & Hold List on weekly basis, especially related to external parties (include client);
• Support Project Planner in preparation of monthly or weekly report to client related to topsides design progress & status;
• Support Topsides Engineering Manager/Engineering Project Manager & commercial team for VO related to topsides design;
• Responsible for ensuring that all topsides design activities meet work scope & comply with Project Quality Plan.
• Liaises with Construction & Commissioning Team to ensure topsides design activities are in-line with Area or System Completion Priority.
• Understand and monitor all interfaces with Class Society (if topside is classed) / other regulatory bodies and Clients to ensure requirements are properly addressed and relevant documents are reviewed timely.
• Assist topsides EPM in preparing project close-out, including as-built documentation and engineering close-out reports.
• Tack and coordinate changes with Discipline Leads ensuring team members follow the management of change process (MOC); ensure recorded changes are followed through.
• Proactively identify and monitor areas likely to change to reduce the “surprise” element, added costs and delays to project.
• Coordinate the interfaces with subcontractors and third party consultants and ensure all changes are captured through MOC process

Requirements

• Minimum Bachelor Degree in Engineering;
• Minzmum 10 years working experience in offshore oil and gas project managing topsides design works;
• Able to liaise with internal and external parties;
• Able to comprehend the strategies, work methods, processes and systems in overall project execution and engineering execution of topsides design;
• Highly competent interpersonal and influencing skills to tactfully and diplomatically manage ambiguity, conflict and uncertainty in a culturally diverse environment.
• High awareness of safe working practices associated with design, construction, mechanical completion, pre-commissioning and commissioning of an oil and gas facilities.

Job Description

• Carry out troubleshooting and corrective action of instrument breakdown or failures to find out the root cause and best solution in order to restore the functionality get back to normal
• Respond to technical queries from operation personnel and provide advice/solution according to best engineering practice to address issues which affect the operation of the power plant
• Follow C&I work instructions and propose changes for improvement where necessary
• Lead the execution of shutdown works for instrumentation to ensure completion of shutdown work on time
• Work closely with various sections to coordinate cross-functional maintenance works
• Perform risk assessment prior to start of work and conduct on-job risk assessment to identify residual risks associated with the planned/unplanned work
• Monitor spare parts and inventory for critical instrumentation to ensure availability when required in order to minimize unplanned outages. Establish new inventory/cataloging where necessary. Update information in the inventory to ensure that it is relevant for the current operation.
• Provide technical inputs in full cycle of procurement processes for materials and service requisition where required so that all technical requirements are addressed properly to protect company’s interest
• Identify, study, propose, and implement area for improvement in the field of instrumentation engineering to enhance operation and improve overall equipment reliability
• Supervise on-site contractors/additional supplier’s C&I technician(s) as well as C&I vendors to perform site works, review their work procedures and instructions to ensure compliance to achieve highest quality of work in a safe manner
• Participate actively in any meeting, discussion and initiative by team which is relevant to the job role and business needs in order to safeguard company’s interest
• Populate inputs into the Computerized Materials and Maintenance Management System (CMMS) to ensure data and history of equipment maintenance activities are captured accurately. Provide inputs to Planning Engineer with regard to instrument maintenance activities for consolidation

Job Requirements

• Possess a degree in Instrumentation and Control Engineering or Electronics and Electrical Engineering with at least three (3) years of working experience in the instrumentation field, or a diploma in the same fields with at least seven (7) years of working experience in instrumentation field
• Proficient in the codes and standards in the power plant industry i.e. BSI, ISO27001, ANSI, IEC, IEEE, etc.
• Strong interpersonal skills, a team player and able to work with all levels of management and multinational staff
• Hands-on experience in field instrumentation and sensors of different makes
• Proficient in power plant DCS and HMI systems, specifically experience with ABB Advant DCS, GE Alspa DCS will be an advantage
• Proficient in any power plant PLC control system
• Proficient in the P&ID, loop diagram, process functional flow diagram and familiar with gas turbine / steam turbine operations and protection concepts
• Cyber security knowledge in Operation Technology will be an added advantage
