Meta is seeking a Technical Program Manager (TPM) with large-scale network infrastructure experience. This person will be deeply involved in evolving and enhancing the global network that supports all Meta products and services. They will be responsible for the growth, reliability, efficiency, security, performance, and overall health of the end-to-end network. They will help solve some of the most challenging networking problems in the industry, drive innovative, creative and ground-breaking solutions. This person will partner closely with engineering and other cross-functional teams to understand the problem space and domain in depth, create roadmaps, prioritize based on impact and drive them through to completion. They will have a strong in backbone and edge networking with an overarching understanding of the end-to-end network architecture and a proven track record in taking on and going deep in new technical domains. This person will be extremely comfortable working with ambiguity and autonomy.

Responsibilities

• Collaborate with Networking Engineering and cross functional partners to define program requirements, set priorities, and establish scope which includes defining the roadmap and long-term strategy of the teams that you are partnering with.
• Build strong and aligned program teams to efficiently deliver on shared goals across the network infrastructure.
• Manage cross functional dependencies, risks, and changes effectively by optimizing scope, schedule, and resources accordingly.
• Develop and own communication plans to effectively and proactively communicate program status, issues, and risks to stakeholders.
• Partner with cross functional teams to drive technical analysis, design, development, testing, implementation, and post implementation phases.
• Define and track key metrics and key quality and performance indicators and drive cross functional execution of program deliverables.
• Proactively identify and analyze complex, long-term, critical infrastructure problems with engineering leaders and stakeholders.
• Influence product decisions to align with higher company initiatives.
• Drive internal and external process improvements across multiple teams and functions including reducing the manual efforts through automation.

Minimum Qualifications

• Network infrastructure engineering or network infrastructure technical product/program management experience.
• B.S. in Computer Science, Network Engineering or a related technical discipline, or equivalent experience.
• Experience managing technical network engineering programs or products from inception to implementation.
• Experience gathering user needs, requirements, and defining large scale program scope accordingly.
• Experience working autonomously across multiple teams & global regions, demonstrated critical thinking, and thought leadership.
• Experience working with technical leadership to develop systems, solutions, and products.
• Organizational, coordination and multitasking experience.
• Analytical and problem-solving experience with large-scale systems.
• Experience establishing strong working relationships across multi-disciplinary teams and multiple partners in different time zones.

Position Overview

We are seeking an experienced Technical Project Manager to lead enterprise-level system

integration and automation projects. This role focuses on managing log management

implementations, automation initiatives, and cloud integrations while working closely with

offshore development teams.

Key Responsibilities

Project & Technical Leadership

● Gather and clarify business requirements for automation and log management projects

● Develop and manage project timelines, ensuring on-time delivery

● Coordinate between offshore and internal development teams (based in Singapore,

Vietnam, India) and stakeholders from TCZ (Singapore) and TCI (Japan HQ)

● Conduct quality assurance reviews to ensure deliverables meet requirements

● Lead technical documentation efforts and maintain knowledge base

● Arrange and conduct Proof of Concept (PoC) demonstrations

● Address technical queries related to implementations and documentation

Technical Implementation & Oversight

● Oversee SaaS integration projects with Sumologic

● Manage M365 migration projects using Azure Portal

● Lead automation initiatives using:

　- CoPilot Studio and Workato Genie for agent development

　- Terra-form scripts for Azure Entra ID automation

　- Power Platform suite (Power Automate, Dataverse, etc.)

　- GitHub Actions for workflow automation

● Implement and maintain logging standards and best practices

● Drive continuous improvement in system integration processes

● Monitor project deliverables and system performance

● Verify technical implementation quality and accuracy

Technical Requirements

Core Technical Skills

● Hands-on experience with AWS Console, Azure Portal, particularly for M365

administration, Organisation Unit, and Subscription Management

● Strong understanding of log management systems, particularly Sumologic

● Experience with automation platforms:

- CoPilot Studio and Workato Genie for agent development

Responsibilities:

• Excellent knowledge of construction methods, materials, and safety protocols
• To perform all roles and responsibilities required of site supervisors under the Building Control Act.
• To ensure that the works are carried out in accordance with the project specifications, construction drawings, all other approved documents, site instructions, etc
• To check all drawings and specifications to ensure that the works are carried out in accordance with the approved plans.
• To ensure that the works are carried out in accordance with the statutory requirements.
• To highlight any discrepancies, non-conformance, and irregularities to the Superintending Officer/Consultant/ Qualified Person.
• To supervise the timely execution of the works and perform quality control of the works including, but not limited to, construction works, defects rectification works, etc.
• To check on the quality of materials/samples delivered to site and report to Superintending Officer/Consultant/Qualified Person on any materials/samples that are not conforming to the project specifications.
• To assist in reviewing the contractor’s submissions including, but not limited to, Method of Statements, Risk Assessment, Safe Work Procedure, etc.
• To assist with site measurement of the works prior or post execution for verification.
• To check architectural works including mock-ups done on site when instructed by the Superintending Officer/Consultant/Qualified Person.
• To ensure that the required construction tests in connection with the construction works are carried out according to project requirements.
• To assist in reviewing the as-built drawings and Operation & Maintenance Manual submitted by contractor.
• To monitor contractor’s daily activities, site progress, schedule, and ensure compliance with the project SHEQ requirements on site.
• To work closely with Resident Engineer and other Resident Site Supervisors (RSS).
• To attend meetings and site walks, highlighting foreseeable problems, and recommending possible solutions.
• To carry out administrative works and other duties as required by the Superintending Officer/Consultant/Qualified Person.
• Any other tasks assigned by the Superintending Officer/Consultant/Qualified Person from time to time.

Requirements:

• Minimum qualification of recognized Diploma in Civil/ Structural Engineering
• Registered Resident Technical Officer (RTO) with the Joint Accreditation Committee (JAC) of the Institution of Engineers Singapore (IES) and the Association of Consulting Engineers Singapore (ACES) with valid certification.
• Preferably with experience in supervision of structural works of preferably local data centre/institution/industrial developments with strong knowledge of civil engineering works, bored piling, precast structures, post-tensioned structures, structural steelworks, reinforced concrete construction.
• Familiar with local codes and regulations
• Proactive and good team player
• Good knowledge in Microsoft Office and Sharepoint.
• Working knowledge in BIM/AutoCAD will be an added advantage.
