RESPONSIBILITIES

This role is required for managing the day-to-day support of Sourcing Administration and to provide support for Business Units' operational requirements.

Responsibilities

• Support Procurement Buyers on sourcing administrative tasks.
• Administer Freelancer engagement and overseas leases.
• Support sourcing team to administer extension of contract or WOC purchases (where no sourcing reqd).
• Create and maintain Material Master and Source of Supply.
• Tracking and Maintenance of AVL listing.
• Support Head of Procurement and provide data analytics as and when required.
• Provide support to Managers on training relating to Procurement policy, process and SOP.
• Handle enquiries from operations on Material Management, Procurement or Sourcing related matters and provide necessary guidance to Users on Procurement SOP.
• Any other tasks as assigned by your Supervisor.

• Diploma or Bachelor Degree in Supply Chain Management, Logistics or Business Administration

Key responsibilities and role

Marine Operations

• Represent the Company in external Marine matters.
• Verify conformity with external Bids/Tenders when applicable and required.
• Be updated about relevant mandatory operational requirements and information in-house.
• Ensure that practical procedures to meet the company’s Objectives and Policies are implemented and revised.
• Coordinate and Arrange for Vetting Inspections such as SIRE, CDI & RightShip in Fleet originating from the Singapore Administrative office and follow up on the closure of findings.
• Coordinate Flag State Control (FSC), Port State Control (PSC) and United State Coast Guard (USCG) inspections, and respond to deficiencies observed during these types of inspections.
• Ensure compliance with MARPOL and OPA-90 concerning vessel operation.
• Coordinate preparation, approval and maintenance of OPA-90/VRP, SOPEP or other flag state-required preparedness plans.
• Coordinate registration and take over or hand over of vessels.
• Coordinate and arrange issuance and amendments to the CSR (Continuous Synopsis Record).
• Keep VP, Fleet and/or Fleet Manager informed about matters related to the Senior Marine Manager / Marine Manager’s area of responsibility.

Health, Safety, Environment and Quality

• Monitor compliance with the documented business processes and company’s SMS on board and ashore.
• Prepare audit plans and perform the yearly audits onboard the vessels.
• Plan and carry out external audits, vetting and inspections on board and ashore
• Carry out incident investigations.
• Responsible for the registration and follow up of Non-Conformities and planned Corrective Actions.
• Assist in preparing new procedures in cooperation with relevant departments.
• Prepare inputs from Marine Department for Management Review.
• Participate in the development of OSM objectives and policies related to HSEQ and monitor that these are adhered to.

Qualifications

• The position requires that the holder has a background as a Master Mariner or has extensive experience as a senior officer on a specific type of vessel in the fleet or similar experience ashore.
• The position requires that the holder can communicate in both written and verbal English.

Experience

• The position further requires that the holder has the competence to conduct vessel internal audits related to the company's SMS and is conversant with the ISM and ISPS codes
