Grants and Contracts Manager

The Grants and Contracts Manager will provide their expertise in global donor-funded projects meet with donor reporting and compliance requirements; as well as internal and regulatory requirements. With experience in the public health issue of tobacco control in the Asia Pacific, the incumbent will partner with a team of technical advisors to provide support and training to regional public health partners and grantees. The Manager will require strong contract, grant, monitoring and budget management skills to manage the regional needs of tobacco control programs.


Duties and Responsibilities

Contract Administration for the Bloomberg Initiative to Reduce Tobacco Use

  • Monitoring of Grantees in Myanmar, Cambodia, Vietnam, Indonesia, Nepal, Philippines, and any other country assigned;
  • Drafting contracts and ensuring appropriate terms and conditions are incorporated and in compliance with grant requirements as well as applicable laws and regulations;
  • Reviewing all budgets, costs items, and prices to ensure accuracy, completeness, and compliance for approved proposal and negotiates with Grantees any necessary changes;
  • Conducting contract negotiations, contract administration, and contract monitoring activities in accordance with Vital Strategies’ policies;
  • Reviewing and compiling all required contract information from contractors and programme staff;
  • Tracking all open contract actions to ensure timelines are met and attends to post-award or other contractor meetings where contracts representation is required;
  • Coordinating the scheduling of contract monitoring (programme and financial) activities for contracts according to Vital Strategies’ contract monitoring policy;
  • Ensuring contract award and modifications are proper and correct and, if necessary, affects corrections;
  • Perform regular financial monitoring and timely submit the monitoring report;
  • Draft regular summary reports of grants and relevant information as required on approved templates

Capacity Building, Monitoring and Evaluation

  • Conduct regional grant monitoring missions to build technical capacity in coordination with project technical advisor and Tobacco Control Regional Director.
  • Monitor regional tobacco control activities to work plans advising as needed on funding, budget and spending.

Project Management

  • Ensure project activities are carried out in a timely manner, to a high quality in accordance with project design;
  • Provide advice and support to ensure that financial, logistical and management issues are resolved;
  • Ensure that programmes are implemented according to Vital Strategies and Donor grant and financial guidelines;
  • Ensure that the donor reports (technical and financial) are completed to a high standard and in a timely fashion;
  • Review, approve and assign budgets to MoUs with regional partners for the implementation of activities (courses and offices)
  • Work closely with the Finance Team to check the financial data linked to grants;
  • Close follow-up of regional and in-country expenditures;
  • Contribute to the regional and country’s program budgeting process.
  • Support Asia Pacific Cities Alliance for Health and Development in program budget and implementation.
  • Contribute to the preparation of high-quality and timely programme proposals

Other duties

  • Perform other relevant duties as required by the Director, Asia Pacific, Tobacco Control

Qualifications

Education & Degree

  • Bachelor's degree in business administration, accounting, or finance-related field

Skills & Abilities

  • Team player and ability to work cooperatively with internal and external partners.
  • Strong written and verbal communication skills including ability to communicate with varied audiences in a clear and credible manner.
  • Highly organized and able to multitask, prioritize, and adapt to changing priorities.
  • Strong attention to detail and accuracy
  • Ability to provide possible solutions to problems
  • Strong skills in establishing work priorities and timely meeting of deadlines and milestones
  • Demonstrated ability to handle confidential and sensitive information.
  • Strong computer skills including intermediate Excel (pivot tables, v-lookups). Familiarity with databases, cloud-based document management systems and collaboration tools.
  • Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment

Experience

Experience Required:

  • Minimum 6 years’ experience in business administration, accounting, audit, grants management or a related discipline.
  • Prior work experience in grant, contract and financial management in Tobacco Control
  • Advanced knowledge of the financial management context in Myanmar, Cambodia, Vietnam, Indonesia, Nepal and the Philippines
  • Experience using Fluxx Grant Management Software
  • Demonstrated experience in developing and implementing grant and cash management processes and SOPs for grantees
  • Experience in working with global teams in multiple time zones
  • Previous experience with grants management in the APAC region

Working Conditions and Physical Requirements:

  • Willingness to be based in Singapore
