Senior Engineer/Engineer(Control & Instrumentation)

General Overview

This position fills a key role in providing local expertise in the support of Yokogawa Distributed Control Systems, Safety Instrumented System and Fire and Gas Systems including maintenance, day to day troubleshooting, and upgrades of DCS/SIS systems in use at the Jurong Island Facility. The Position will also provide local support to Production, Maintenance, Production and Project team.

Candidate must have a good understanding of Yokogawa Centum and Prosafe series hardware and software applications and how these systems affect daily operations.

Roles and Responsibilities

The incumbent shall be responsible for, but not limited to the following scope of tasks and duties:

1. As custodian of the Yokogawa DCIS, SIS and FGS, providing technical support and solutions for SLNG Terminal for safe and reliable operations
2. Main responsibilities include but not limited to: system risk assessment, design, installation/configuration, commissioning and troubleshooting system issues, providing solutions to problems relevant to process control systems and interfaces.
3. Install/ upgrade/ troubleshoot: windows servers, workstations, applications, TCP/IP and network equipment in the Yokogawa OT network
4. Manage vendor contracts including maintenance and parts management contracts
5. Provide technical training as required in the area of expertise
6. Interface with third parties and suppliers of process control systems hardware, software, firmware and services to ensure safe, reliable and efficient plant operations
7. Develop, maintain and update the DCIS, SIS and FGS related maintenance procedures and documentation to ensure up to date as per industry practise, RCA recommendations and MOCs
8. Carry out MOCs projects related to DCIS, SIS and FGS from engineering, construction to commissioning
9. Manage the functional safety lifecycle
10. Manage DCIS, SIS and FGS lifecycle; and plan well ahead to avoid obsolescence
11. Responsible and lead the Terminal Operations’ Cyber Security compliance to CCOP issued by CSA, participate in cybersecurity risk assessments, audits and timely closure of risk assessment and audits recommendations
12. Provide operational technical expertise and act as point of contact for DCIS and OT cyber-security Capex projects
13. The incumbent shall also participate in emergency response and may be assigned to a specific role and responsibility for such purpose

Work Experience

1. Minimum of three (3) years practical experience in managing Distributed Control System (DCS) and process control networks
2. Strong knowledge in a client/server environment, Microsoft technology (eg Window Domain, Active Directory), Network infrastructure and cybersecurity (eg CISCO routers and switches), virtualisation technology (eg VMware)
3. Good knowledge of cybersecruity as per ISO27001 in OT environment and hazardous area classification
4. Good experience in functional safety for the Process industry as per IEC61508
5. Previous experience in Process Plant in similar capacity and possess engineering experience in Yokogawa DCS system an advantage
6. Extensive experience in dealing with consultants and contractors involved in Oil & Gas sector, including external agencies, utilities and government organisations

Education

1. Degree in Computer, Electrical & Electronics Engineering or equivalent
2. Candidates with professional accreditation or affiliation to professional bodies of Engineers an advantage
