Project Execution Head, Project Management Office

Key Roles and Responsibilities

  • Lead and provide guidance to project execution team on business needs, stakeholders’ requirement, safety, cost management, schedule management, projects control/ monitoring, resource management, procurement management, quality management and risk management.
  • Provide leadership to strategically manage risk, monitor finances and ensure each phase of work is started or completed on time.
  • Ensure project execution is carried out safely, within schedule, within budget and meet Sembcorp quality requirements.
  • Develop and maintain project quality procedures
  • Making strategic decisions in a timely manner and providing leadership and direction to project managers to implement those decisions
  • Provide leadership, advice, guidance, and coaching to the project managers and developing each individual to be well rounded and skilled in all aspects of project management and engineering
  • Coordinating projects resource in order to ensure optimum resource strength at all times
  • Ensure optimum performance from the Projects team through optimum resource loading, monitoring of individual and team morale, development of close relationships and development of team camaraderie
  • Meeting with clients, stakeholders and project managers to report on project progress
  • Liaising with stakeholders and building strong working relationships
  • Ensure all activities carried out are in full compliance to all regulatory and authority requirement.
  • Establish resource and build up competency level of project personnel to support business and operational needs.
  • Support setting-up of system and procedures (SOP, etc.) for projects development and execution.
  • Jointly review in Project Services procedure, Quality management system & procedure, and Safety management system & procedures, systems for company engineering standards & specification, and any other necessary procedures and documents.


Qualifications & Experience

  • Bachelor’s Degree in Engineering or Project Management or equivalent.
  • At least 15 years of experience in EPC turnkey project development and execution.
  • Experience in renewable energy, energy & utilities, and process plant projects are preferred.
