Position Overview:


The Assistant Manager, Procurement & Governance, plays a crucial role in supporting the procurement operations and governance processes of the organization. This role involves collaborating with various departments to ensure efficient procurement practices, compliance with regulations, and maintaining strong vendor relationships. The Assistant Manager will contribute to the development and implementation of procurement strategies, policies, procedures & systems workflows while also assisting in monitoring governance and compliance activities.



Key Responsibilities:


Procurement


1. Procurement Support:

  • Collaborate with internal stakeholders to understand their procurement needs and requirements.
  • Assist in developing and implementing procurement strategies & policies that align with the organization's goals.
  • Support the implementation of governance frameworks to ensure transparency, accountability, and ethical practices in procurement processes.
  • Prepare the procurement workflow processes to be followed in the set up of the procurement system.
  • Conduct market research to identify potential vendors, products, and services.
  • Prepare and manage procurement documents such as requests for proposals (RFPs), requests for quotations (RFQs), and purchase orders.
  • Assist in vendor selection processes, evaluating bids, and negotiating contracts.
  • Ensure timeliness of vendors appointment within the tender validity period.
  • Collaborate with legal and compliance teams to ensure all contracts and agreements meet legal standards.

2. Vendor & Procurement Management:

  • Maintain a database of vendors, their capabilities, and performance history.
  • Monitor vendor performance and address any issues or discrepancies.
  • Build and maintain strong relationships with key vendors to ensure the best quality and value for the organization.
  • Ensure the database in the procurement system is accurate and up-to-date

3. Reporting and Analysis:

  • Compile and analyze procurement data to identify trends, cost-saving opportunities, and areas for improvement.
  • Generate regular and ad-hoc reports on procurement activities for management review.


Governance


4. Governance and Compliance:

  • Assist in developing and maintaining policies and procedures that comply with legal and regulatory requirements.
  • Ensure internal controls are adhered to for governance purposes.
  • Plan and coordinate internal & external audit activities and resolve issues and deficiencies arising from audit findings.
  • Follow up with the respective stakeholders to ensure that audit recommendations that implemented as scheduled.

5. Process Improvement:

  • Identify inefficiencies in processes and propose solutions for streamlining workflows.
  • Participate in continuous improvement initiatives & digitalization efforts to enhance operations.

6. Cross-Functional Collaboration:

  • Work closely with finance, and other relevant departments to ensure alignment and collaboration on procurement-related matters.
  • Provide guidance and support to other teams regarding Group policies and procedures.
  • Participate in strategic planning initiatives, financial management, budgeting, cashflow monitoring, forecasting & BOD reporting activities.



Qualifications:

  • Bachelor’s degree in accounting or finance.
  • Experience in procurement, vendor management or internal audit is a plus.
  • Strong understanding of procurement best practices, governance, and compliance.
  • Excellent communication and negotiation skills.
  • Proficiency in using procurement and accounting software and tools.
  • Analytical mindset with the ability to interpret data and make informed decisions.
  • Detail-oriented with strong organizational skills.
  • Ability to work in a fast-paced environment and manage multiple tasks simultaneously.
