Senior Regional Manager/Regional Manager

The Regional IT Manager is responsible for overseeing the management and maintenance of the organization's IT infrastructure. This role involves ensuring compliance with ISM standards and acting as a project manager for global digital transformation projects. In the capacity of a Project Management Officer (PMO) for Regional HQ GX projects, plays a critical role in bridging the gap between Japan HQ and Regional HQ members for GX projects in the region. This position involves managing and coordinating the execution of digital transformation initiatives, ensuring effective communication and collaboration between various teams and stakeholders. The Regional IT Manager will work closely with both Japan HQ and Regional HQ teams to ensure successful project outcomes and alignment with business objectives.


Key Responsibilities:


1. Global Digital Transformation Projects:

• Serve as the main point of contact and liaison between Japan HQ, Regional HQ business stakeholders, and project teams.

• Monitor project progress, identify risks and issues, and implement mitigation strategies to ensure successful project outcomes.

• Foster effective communication and collaboration among project teams, stakeholders, and executive leadership.

• Establish and enforce project governance frameworks, methodologies, and best practices in line with global standards.

• Develop and implement project management processes and tools to ensure efficient project execution and delivery.

• Monitor compliance with project management methodologies and provide guidance and training to project teams as needed.

• Identify and recommend improvements to project management practices, driving continuous improvement in project delivery.

• Collaborate with global teams to capture lessons learned and share best practices across the region.


2. Stakeholder Management:

• Build and maintain strong relationships with Regional HQ business stakeholders, understanding their needs and aligning project objectives with their expectations.

• Collaborate with Japan HQ IT teams to ensure effective communication of project goals, progress, and impacts to the Regional Office stakeholders.

• Facilitate stakeholder engagement and involvement throughout the project lifecycle, ensuring their input and feedback are considered and addressed.

• Manage stakeholder expectations, ensuring transparency and managing any conflicts or issues that arise.

• Act as a trusted advisor to Regional HQ business stakeholders, providing guidance and insights on the GX projects.


3. ISM Compliance and Infrastructure Governance:

• Develop and implement policies, procedures, and controls to ensure compliance with ISM standards and best practices.

• Monitor and assess the organization's IT infrastructure to identify vulnerabilities, risks, and non-compliance issues.

• Collaborate with the security team to address and resolve security incidents, breaches, or other security-related concerns promptly.

• Conduct regular audits and reviews to evaluate the effectiveness of security measures and recommend improvements as needed.

• Stay updated with industry trends, emerging technologies, and regulatory changes related to ISM compliance.

• Oversee the design, implementation, and maintenance of the Regional Office's IT infrastructure, including networks, servers, storage systems, and data centers.


4. Reporting and Documentation:

• Consolidate Regional Office IT expenses and IT mid-term plan, update to Japan HQ on regular basis.

• Maintain Regional HQ IT system architecture diagram and landscape, ensure it’s up-to-date when new system is implemented.

• Prepare and deliver project status reports, executive summaries, and other project-related documentation for Japan HQ and Regional HQ stakeholders.

• Maintain accurate and up-to-date project documentation, including project charters, plans, risk registers, and change control logs.

• Ensure documentation is properly archived and accessible to relevant stakeholders.

• Collaborate with Japan HQ to consolidate regional project information and provide insights for decision-making at the regional level.


5. Team Management and Leadership:

• Manage SGA & Capex of Regional HQ IT Infra team, ensure the forecast accuracy vs. actual expenses.

• Lead and manage a team of IT professionals, providing guidance, mentoring, and performance feedback.

• Foster a collaborative and inclusive work environment that promotes teamwork, innovation, and continuous learning.

• Conduct regular performance evaluations and identify opportunities for skill development and career growth.

• Collaborate with HR to recruit and onboard new team members as needed.


Job Requirement

  • Degree holder
  • 6 - 10 years’ relevant working experience.
  • Experience with project management, managing priorities and managing to tight timelines.
  • Proven experience in IT management, with a minimum of 6 years in a leadership role.
  • Strong interpersonal, communication and leadership skills to lead and drive team to work together to resolve complex issues by sharing in-depth knowledge and experience.
  • Proficiency in both spoken and written English and Japanese is essential, as this role requires interacting with Japan HQ.
  • PMP, PRINCE2 certification is preferred
