Job Title: Manager – Programme & Services

Department: Programme & Services

Reporting to: Head – Programme & Services

Job Purpose: To work closely with Management to look into the welfare of the residents.


Job Responsibilities:


Counseling & Welfare


· Man 24-hr emergency helpline on rotation basis

· Screen counseling requests and appointments to assess need for counseling support and service.

· Provide one-to-one first-level counseling service for distressed residents

· Organize and conduct support groups for residents

· Liaise and follow-up with Unit Leaders to render emotional help and support to residents

· Manage and document all client profiles and casework

· Coordinate counseling referral program (i.e. second-level counseling support) with external specialized counseling centers / psychiatric hospitals

· Plan and conduct in-house mental & emotional development training / workshops to residents and staff

· Train Unit Leaders on skills and techniques to identify and spot distressed

residents

· Liaise and coordinate with VWO/NGO on external counseling training for residents

and staff

· Participate in counseling supervision program to ensure continuous improvement

in value of counseling service delivery to our residents

· Update and coordinate with the respective shipyards’ HRD on all personnel

(resident) matters

· Conducting of dormitory visits in residents’ unit


Administrative Matters

· Any other administrative tasks to support operational departments


Events Management

· Plan, coordinate and execute all social and sporting events for Seatrium Housing residents and staff

· Conduct surveys to gather residents and staff activity preference

· Liaise with external parties / agencies (e.g. MOM, SPF, ) on event planning and execution

· Organize Publicity for all Events & Activities

· Conduct resident satisfaction surveys

· Liaise with site and/or respective departments in event planning and preparation

· Preparation proposals and post-event reports

· Able to formulate risk assessments in consultation with DH/other depts

· Source and liaise with suppliers /vendors

· Prepare and ensure risk assessment for all events

· Post-event review and debrief

· Provide guidance for Events Committee

· Support SEE in Residents Ambassador Group and consumer research

· Regularly update the events notice board

· Manage events inventory and storeroom management

· Handle the payment for gym instructor

· In-charge of procurement process for the event logistics

· Administrative work for the event (documentation & record)

· Able to commit on Sunday and Public Holidays for events

· Any other job specified by Department Head


Educational/Professional Qualification: Degree in any disciplines and/or Professional Diploma (Degree in Psychology/Social Work or equivalent)


Job Requirements:

· At least 1 year of relevant experience in a fast-paced environment, preferably in MNCs

· Must be a registered Counsellor with SAC (Singapore Association of Counselling) and/or Registered Social Worker with SASW (Singapore Association of Social Workers). Additional experience in Events Management is preferred though not a must.

· Ability to to communicate with the residents

· Possess integrity, “Can Do” attitude with passion

· Possess good interpersonal, communication and presentation skills


Management Role

The P&S Manager works in the field of social work management. He/She should be qualified and trained to monitoring the organisation’s strategic initiative, resource management, collaboration and corporate governance to ensure operational efficiency. He directs teams in strategic implementation, service delivery, new hires recruitment, capability gaps identification and collaboration with professional partners.

He is also responsible for ensuring operational and governance efficiency through staff supervision and performance evaluation.

An intuitive staff who possesses excellent communication skills, works in the field of social work. He has expertise in domains under social work in order to play a supervisory role in the organisation’s delivery of interventions and programmes. An expert professional with excellent management and leadership skills, he is decisive,and leads and inspires staff in their field of work. He works in institutional settings,communities, voluntary welfare organisations and hospitals. He drives collaboration with other agencies and ministries in the course of his work.
