Responsibilities
- Monitors the crewing requirement of managed fleet.
- Review crewing pool requirement, training, and evaluation of performance.
- Liaise with Account Department on crew payment.
- Recruitment of Myanmar sea farer to maintain the manning pool requirement
Job Function:
A. Operational function:
- In charge of day-to-day operation of crewing department.
- Co-ordinate with Superintendents on the weekly scheduling of crew per vessels’ requirement or roster.
- Liaise with Superintendent on the crew change schedule.
- Check crew documentation for medical fitness, travel and certification validity and ready crew for dispatch to join vessel.
- Liaise with Company’s approved travel agent on the flight arrangement.
- Attend to crew congregation at departure point as necessary.
- Arrange for clearance with immigration at transit or disembarkation point as required.
- Liaise with Manila agency on flight, visas, immigration arrangements to ensure crew safe
joining and repatriation. - Liaise with Myanmar agency on flight, visas, immigration arrangements to ensure crew safe
joining and repatriation. - 24hrs standby for arrangement and re-arrange of crew travel requirements and flight.
- Liaise and arrange for Master’s Cash Advance as necessary.
- Liaise and arrange crew’s wages on payment on Balance of Wages upon signing off.
Attend and arrange Cash or Payment for crew wages. - Liaise with Vessel’s agent and / or crew agents on all necessary travel arrangements for
crew joining and repatriation. - Monitor all crew health requirements including Covid-19 Vaccinations and arrange for
vaccination and updates as required.
B. Documentation & Computerization
- Correspond with the Marine Mercantile Office on crew engagement documentation.
- Attend to Marine Mercantile Office Disciplinary Board meeting as required.
- Attend to Marine Mercantile Office for vessel’s port clearance application as required.
- Vet invoices pertaining to crew for payment processing.
- Arrange for crew visa and/or flag state crew certification as required.
- Issue “crew wage instructions to Master” of joining and new crew.
Issue Seafarer’s Employer Agreement for joining crew member. - Arrange uniform or payment in lieu for joining crew.
- Process signing off crew wage settlement.
- Update Payroll System on each crew change.
- Vet CPF and Home Allotment payment listing for payment.
- Upkeep crew lists and certification.
C. Other Job Functions
- Correspondence with other Governmental departments on behalf of crew as and when necessary.
- Liaise with Unions on crew matters.
- Check and verify payment to Unions for crew membership subscription and Company's union welfare fund contribution.
- Arrange where necessary, crew/officer accommodation during transit in Singapore.
- Arrange / rearrange for crew flight arrangement as necessary for safe joining or repatriation.
Requirement:
- Minimum of 5 years’ experience as crewing officer
- operational knowledge of OMEGA - Crew Management System and OMEGA – Crew Payroll System.
- Accounting knowledge or accounting background is an advantage.,
