Head of Commercial (based overseas)

Job Purpose:


The role is to improve and upgrade the Commercial Department for the company. He/she will oversee the entire department, coordinating activities and delegating responsibilities to the team.


Duties and responsibilities:


Contracts:


· Fully responsible for contract/commercial management including cost control for all the projects. (“contract” mentioned here means contract with Owner/Subcontractor /Supplier )

· Ensuring all the QS (Quantity Survey)/QE (Quantity Estimate) works are successfully proceeded under responsibility of Contract Department.

· Whole picture of QS/QE, Tender, Contract, and cost control related system shall be built up: Planning, producing, establishing and implementing a detailed/appropriate commercial strategies, Departmental Policies, Workflow, Procedure and Authorization.

· Ensuring reliability and consistency at all stages of the project. (‘all the stage’ mentioned here means the period “from commencement for preparation of bidding document to completion of each project”

· Arrangement/implementation of real QS/QE job with extensive coordination between different departments (especially with Project Management, Design and Finance)

· Preparing and explaining the briefing sheet which contents / essence / concept of contract are summarized for easy internal understanding and decision.

· Making estimate and construction costing. (Not only for all the construction project but also for temporary labour quarter / camp, ware house, machinery stock yard and any other temporary/permanent facilities which are outside of construction site.)

· Initiating estimating and risk & value management

· Ensuring that the financial aspects of a contract are clear to all parties

· Resolving contractual and commercial problems

· Negotiating with Owner/Subcontractors/suppliers as a responsible person of Main contractor. Issuing commercial letter/correspondence for contract/commercial related issue to each party as necessary.

· Monitoring and managing all project reporting

· Managing and supporting the mentoring/training of Quantity Surveyors and Estimators

· Defining and instructing each employee’s roles and delegated responsibilities in the department.

· Set up of necessary and reasonable organization plan and major employee assignment schedule. Especially, ensuring relationship between Site Office function and QS/QE Department in Head Quarter is reasonable and functional.

· Execution of monthly costing report

· Execution of monthly and weekly report


Principal Role and Responsibilities:

1. Deep understanding of MD instruction.

2. Build-up of own tactics on all MD instruction among work group.

3. Instruction of target index with own performing tactics to Managers.

4. Check and control on real performance among work group.

5. Cheer up and support for self-development among work group.

6. Make decision on workflows/process flows among work group.

7. Timely reporting of key subject to MD when necessary.


Authorities:

· Under MD's guidance, to follow, process and execute all instructions on Departmental roles I functions.

· Assist and work with the assigned Department as a Team, constantly coordinating, communicating and discussing.


Qualifications:

  • At least 12 years’ contracts and project tendering experience in the contracting/civil engineering sector, preferably in a Design-Build Main Con
  • Overseas working experience in Construction firm will be highly preferred
  • Work experience at $50 Million and above of Annual Revenue Company
  • Experience working in a large multinational civil contractor or large scale real estate development firm
  • Background in cost saving initiatives and e-Auction bidding implementation.
  • Exceptional communication, interpersonal and negotiation skills.
  • Confident, assertive and independent
  • High level of leadership, relationship building and people management skill

Work Conditions:

· Candidate will work both in a temperature-controlled office environment and in the field with exposure to varying degrees of weather conditions while visiting construction job sites and structures or doing field investigations/research.
