Personnel Manager

Key Accountabilities

1. Participates in the development of the SMC’s short and long term strategic objectives and goals, so as to enhance the compliance of the SMC’s operations with the BSM’s goals.


2. Reviews the crewing related contractual agreements of the SMC and identifies the current and/or future crew manning needs in order to develop the annual manning plan for the efficient operation of all vessels. Informs the Crew Service Centres (CSC) regarding the manning requirements in order to ensure the timely and qualitative provision of seafarer candidates.


3. Monitors and controls the effective recruitment of all vessels according to the processes and quality standards of BSM, while ensures that all recruitment activities are performed according to the local employment legislation and the vessel’s flag ownership status from both company’s employees and subcontractors, in order to meet the contractual obligations of the Company and timely provide all vessels with the best suitable personnel and comply with the relevant legislation for each vessel.


4.Handles the relief/rotation planning and lay-off procedures of the ships’ seafarers, focusing on the provision of alternatives for the continuous and effective operation of the vessel.


5. Identifies training needs and ensures that all personnel receive the training and information required for the compliance of activities and behaviour with LPSQ Policies and Procedures, code of ethics, as well as regional and/or global legislation and shipping specific standards, in order to enhance the cohesion of the seafarers’ behaviour, situational awareness, loyalty, performance and the development of a common safety culture on vessels.


6. Follows-up the successful completion of all training courses at the training centres, in order to enhance the efficiency of the crew for the safe and effective operation of all vessels.


7. Is up-to-date with company’s LPSQ Policies and Procedures and supports their effective implementation through the provision of adequate training and coaching, in order to increase and safeguard the level of safety and protection of vessels and those entrusted to their care.


8. Is aware of the trends and causes of accidents, incidents and detentions on SMC vessels and proposes actions and practices to reduce those caused by human factors. Identifies areas for improvement and proposes training courses to increase the awareness of seafarers concerning the potential sources of accidents.


9. Reviews and analyses all issues identified or reported from the Fleet Personnel Officers and LPSQ and Marine Superintendents regarding the vessels’ personnel behaviour and skills, leading the development and implementation of solutions, in order to protect company’s image, meet targets and objectives, and protect the well-being of all seafarers.


10. Maintains and promotes mutually beneficial relationships with clients and timely communicates with them regarding the efficiency of crew related vessels’ operation and proceeds to the required corrective actions in order to enhance customer satisfaction.


11. In cooperation with CSC reviews and is up-to-date with the seafarers’ local employment laws and regulations, informing accordingly the Director Fleet Personnel and SMC Management (if necessary) in case of changes, and initiates changes in employment contracts and regulations to support the legitimate operation of SMC / CSC and employment of seafarers in ships.


12. Monitors the efficient operation of the department, identifying areas for improvement and proposing modifications, in order to enhance the efficiency and cost effectiveness of all operations and compliance with the local rules and legislation.


13. Ensures the development and submission to the Director Fleet Personnel and SMC Management of analytical reporting concerning the effectiveness and quality of the recruitment activities of the department, identifying potential discrepancies from set targets and standards and initiates improvements, in order to improve the provided services to clients.


14. Supports the execution of external and internal audits and vetting to vessels, providing all the required information to the auditors and facilitating their accurate and timely execution. Monitors and follows up on the audit findings that relate to human factors and apply appropriate corrective actions so as to protect company’s interests.


15. Co-ordinates with CSC / GSC and makes sure all manning activities outsourced to CSC / GSC are timely and accurately performed.


16. Develops, submits and upon approval implements the department’s budget, oversees its accurate execution, identifies cost saving opportunities and proposes corrective actions in case of deviations, in order to ensure compliance with set targets.


17. Coordinates, coaches and motivates the team, through the appropriate training, development, management of performance and salary progression to ensure that staff have the appropriate knowledge, skills and support that will help them perform effectively and contribute to the achievement of the department’s desired short and long-term objectives.


Role Requirement Qualifications, Experience, Skill:


Education and Qualification:

  • Bachelor's degree or Certificate in Maritime or relevant field

Work Experience:

  • At least 3 years of hands-on work experience as Master, Chief Engineer or Chief Officer and/or 6 years in a Marine related office environment in a crew personnel managing role

Job Specific Skills:

  • Good knowledge of the vessels’ crew requirements and seafarers’ specifications
  • Knowledge of the local market dynamics both for demand-supply situation, and also for demographics of maritime labour-supplying countries
  • Exposure in the development of collective agreements and employment contracts
  • Extensive experience in recruitment, training and development methodologies
  • Strong knowledge of the seafarers’ rights and maritime labour law, including the MLC
  • Knowledge of the maritime legal framework e.g. employers’ obligations, recruitment prerequisites, insurance, etc.
  • Excellent people management skills
