MISSIONS /SERVICE DIMENSIONS

The service holder manages the procurement process for good and services of the Papua LNG Project, outside of the main packages assigned to dedicated Contract engineers. This includes the management of all the tendering processes, management of SAP transactions and interface with Project packages and stakeholders.


ACTIVITIES

- Adopt and demonstrate an exemplary behavior with regards to HSSE requirements and provide a strong HSSE

leadership ensuring the effective implementation of the Project HSSE policy and commitment in all contracts

documentation.

- Ensure all the contractors and vendors Due Diligence procedures are fully implemented for the packages

managed

- Treat all information obtained during course of the work with confidentiality

- Ensure all contract works managed are fully auditable and Vendors are in compliance with the required Due

Diligence process

- Prepare the Call for Tender (CFT) / Inquiry documentation and specific Tender and Tender Evaluation Procedures

in line with Project and Company procedures and ensure consistency between the contract documentation,

deliverables and CFT documents,

- Collaborate with the relevant technical teams (DUET) and Package Manager to ensure that all the requirements

are adequately incorporated into the tender process and collaborate with various cross functional departments to

ensure timely CFT preparation and readiness,

- Manage, monitor and control all required contractual and procurement process for CFT, ensure that all

recommendations are made as per the best contractual and commercial terms,

- Manage the transaction of the contract with all the e-tools (e.g. e-sourcing Ariba, SAP Unisol)

- Active collaboration with the Affiliate in Papua New Guinea for all the in-country activities (e.g. tax, local content,

in-country logistics)

- Ensure that the Contracts assigned are managed in accordance with the agreed contractual terms and conditions

and that Company’s interests are always protected,

- Administer contractual correspondence, change orders logs and filing,

- Administer all contractual data necessary to be recorded in SAP (ERP system) for establishing commitments,

their follow up and payments

- Carry out any other duties or tasks that may be assigned by management.


CONTEXT & ENVIRONMENT

Papua LNG project is a combined onshore and offshore project development comprising:

 Well pads and the upstream gathering network including flowlines and two parallel multiphase trunklines

 Upstream Central Processing Facility (CPF), approximately 30 km from the field

 Main onshore and offshore export system consisting of a single-phase gas pipeline and a condensate

pipeline

 Integration in existing liquefaction plant located 325 km from the CPF in the vicinity of Port-Moresby

Production Data: 875 MMSCFD of exported gas + 16,500 BPD of condensates.

Project Budget (CAPEX): over 9,000 MUSD


DURATION / LOCATION

- Starting date: December 2023

- Duration: end June 2024, then TBC

- Location (country/site): Singapore (Project FEED Phase), with potential relocation to EPC Contractors’ offices

country TBA - Project Execution Phase)

- Status (residential/rotational): Resident


QUALIFICATIONS & EXPERIENCE REQUIRED

- Minimum 5 years of experience in preparation, negotiation and management of services and equipment contracts

and Purchase order, preferably in the energy, or industrial / construction sector.

- Personal Abilities: Knowledge and understanding of contract processes in projects.

- General knowledge and understanding of project control, commercial, legal and insurance matters.

- Good understanding of different contractual schemes and their commercial implications, practical experience of

their use.

- Good communication, organizational skills, capabilities to take workload and work under pressure based on

project milestones.

- Able to work in a multicultural and cross-functional environment Experience Buyer with good knowledge of

contracting and procurement processes and tools.

- Proficient in SAP ERP and various Microsoft Office software suite would be an advantage

- Knowledge of Ariba (e-sourcing) or equivalent systems

- Good command of English language
