What the role is
The Development Control and Licensing Division (DCLD) is responsible for the planning control of new developments through proper land use planning, judicious siting of industries, vetting of development control and building plans, and inspection of completed developments for compliance with pollution control and environmental health requirements.
You will be part of the National Environment Agency (NEA) team that is deployed to the Major Hazards Department (MHD), a joint regulatory office helmed by the Ministry of Manpower, together with National Environment Agency and the Singapore Civil Defence Force to support the implementation of Safety Case regulatory framework.
You will also be supporting NEA in carrying out environmental planning and control so that environmental factors such as health and safety, nuisance, noise buffers etc are being incorporated at land use planning, development control and building control stages to safeguard the environment.
What you will be working on
- Provide technical assessment for safety cases submitted by Major Hazard Installations (MHIs), with the aim of preventing major industrial accidents
- Carry out safety case verifications through inspections of MHIs to ensure that risks of major accidents are reduced to as low as reasonably practicable
- Monitor MHIs in their implementation of safety case action plans
- Coordinate with various agencies and stakeholders on the submission and evaluation of Quantitative Risk Assessment (QRA) reports
- Evaluate and process development control plans/building plans/detailed plans and ensure that preventive and mitigating control measures are being incorporated in the design of the developments to address the environmental factors/considerations.
- Evaluate and process pollution control study, noise assessment, site specific impact assessment, QRA reports
- Review environmental planning norms and requirements to keep up with developments in Singapore, leveraging on advancement in technology to adopt modern and state of the art environmental control measures
- Represent NEA in inter-agency technical committees and working groups to provide technical inputs on matters related to Safety Case or QRA guidelines
What we are looking for
- Degree in Environmental, Chemical or Mechanical/Electrical Engineering
- Self-motivated, independent, resourceful and able to foster team work
- Good analytical, writing and interpersonal communication skills
- Able to work under pressure and meet tight deadlines
- Preferably with 2 or more years of experience in fields related to process safety, plant operations or engineering design /Fresh graduate may apply
