Job Responsibilities - Project Manager
A Project Manager is required to:
- Oversee the day-to-day IT operations of the existing application systems;
- Manage and monitor project plan, project milestones, risk and change management to ensure delivery of the project or change requests on schedule, within scope and budget
- Plan and manage the scope of the project, its objectives and desired outcomes, and ensure alignment of project to the business outcomes of the Organisation;
- Plan and lead the overall procurement activities, in particular tender specifications compilation, tendering, tender evaluation, recommendation & award;
- Lead the development of the overall project schedule & activities based on the appropriate methodology including identifying dependency, critical path, milestones and deliverables.
- Manage processes and procedures covering issue and risk management;
- Ensure compliance to Government’s IM8 policies and organisation ICT policies and Standard Operating Procedures (SOPs);
- Follow-up and ensure audit findings are addressed;
- Follow-up and ensure the compliance to the remediation timeline for security vulnerability scanning;
- Perform systems log review;
- During project maintenance, lead the application maintenance and support services covering:
- Contract Management;
- Service Level Management (SLA);
- Service/Change Request Management (scope, schedule, budget, prioritisation);
- Problem and Incident Management (tracking, escalation, closure);
- Audit and Security Services; and
- Risk Management.
Job Responsibilities - ICT Infrastructure and Operations Manager
- An ICT Infrastructure and Operations Manager is required to perform the following functions:
- Implement projects within their emplaced practice to ensure service delivery and support to meet the intended availability, continuity and capacity requirements;
- Ensure compliance to Government’s IM8 policies and organisation's ICT policies and Standard Operating Procedures (SOPs);
- Manage Infrastructure projects;
- Oversee the day-to-day operations of ICT infrastructure components which comprise servers, hosting, network infrastructure, end-user computing and data centre operations;
- Overall responsible for hardware, software and subscription maintenance contracts for infrastructure and data centre operations;
- Manage the procurement and leasing of end-user computing requirements;
- Plan and work with the appointed Agency Facilities Management contractors and awarded ICT contractors to implement and deploy infrastructure projects and end-user computing devices to end-users;
- Manage incidents and problems for system related issues;
- Ensure availability of ICT infrastructure systems and data centre facilities equipment;
- Monitor infrastructure performance;
- Perform systems log review;
- Follow-up and ensure audit findings are addressed;
- Follow-up and ensure the compliance to the remediation timeline for security vulnerability scanning;
- Coordinate the disaster recovery plan and execution of the annual disaster recovery testing of organisation's ICT systems.
Job requirements
Basic Requirement
- Tertiary education in relevant fields;
- CITPM (Certified ICT Project Management Programme) or PMP (Project Management Professional) or COMIT (Certification in Outsourcing Management for IT) or an equivalent certification; or
- Information Technology Infrastructure Library (ITIL) certification or equivalent IT Service Management certification;
Skill Set and Experience
- At least 3 years of hands-on experience in full application project development life cycles, agile project management or running IT infrastructure operations;
- ICT project management and people management skills;
- Analytical, conceptualisation and problem solving skills;
- Results and customer oriented;
- Team player with organization and people management skills; and
- Good communication skills, both oral and written, with the ability to pitch ideas and influence stakeholders.
Additional Requirement
- Knowledge of SharePoint, MS SQL database, UiPath RPA tools and python programming will be an added advantage;
- Knowledge of Singapore Government procurement and ICT governance processes will be an added advantage;
- Knowledge of the Government IM8 policies will be an added advantage;
- Experience in managing application systems hosted in AWS cloud hosting will be an added advantage;
- Any other additional working experience.
- Certification in CompTIA Network will be an added advantage;
- Certification in AWS Cloud Practitioner will be an added advantage;
- Certification in CISSP (Certified Information Systems Security Professional), CISA (Certified Information Systems Auditor), CCAK (Certificate of Cloud Auditing Knowledge) or an equivalent certification will be an added advantage;
- Certification in Certified Cloud Security Professional (CCSP) will be an added advantage;
- Certification in Agile or Scrum Master or equivalent will be an added advantage; and
- Any other relevant professional certifications.
