Your role
Our major Oil and Gas Downstream Client is looking for Turnaround Logistics & HSSE Coordinator who will oversee and execute the logistics operations at site during Turnaround (TA) to ensure they are executed safely and effectively. You will coordinate inputs from the multi-disciplinary leads to ensure their logistics needs are planned and met. You will also develop and implement the Logistics Plan for an assigned turnaround.
You will work with the TA team to set up and manage temporary facilities for the assigned turnaround to meet TA timeline requirements as well as perform cost estimates for TA logistics costs. You will working with staff and contractors to ensure their transport arrangements (buses, pick-ups, lorries) are in place and operating efficiently during TA.
In addition, you will provide scope for the logistics contracts and work with the CP focal point to ensure contracts are set up and activated as per TA timescale. You will need to be familiar with TA contracting strategy and how TA logistics activities impact the overall TA cost and schedule. You will raise MOCs for temporary facilities such as electrical power, water pipelines, tentages and office cabins. This includes liaison and applications for licenses with relevant Government authorities such as SCDF, BCA & NEA. You will provide basic HSSE analytics and metrics support to the TA HSSE Advisor who is the site Focal Point for HSSE which includes consolidating daily statistics reports / charts updates / E-tracking for NEA and data analysis, as well as updating of quantity and disposal cost into the cost spreadsheet for tracking by TA Cost Engineer / Environment. You are also required to schedule SLT walk-about / assurance for Pre-TA/During-TA HSSE and follow up with calendar schedule invitation.
- Planning of resources used at TA site
- Order and determine the number, locations and allocation of skid bins, waste bins and porta-toilets. Plan for regular cleaning and waste collection schedule
- Collate and work with Seraya/ PCS on the application, cancellation and issuance of TA passes. PCS passes must be applied by Shell staff. Support in Jurong Island passes application for TA related contractors
- Raising the Management of Change (MOC) and oversee the order of Blast Resistance Modules (BRM) and containers, including permits/licenses for the structures.
- Plan, select and work with the contractors (tentage, electrical, mechanical, scaffolding) to set up TA village (offices, meeting rooms, permit issuing counters etc.) and Contractors’ rest area/ offices during TA. Ensure these are set up and maintained per Shell and Singapore legal requirements.
- Implement and coordinate personnel transport and parking plan, e.g. Arrange and plan for buses to transport TA staff, PCS gate entry requirements, vehicle parking lots at TA site etc. Traffic management during event, need to collaborate with security guards and individual contractors’ traffic warden
- Work with the TA teams to support their activities for upcoming and future TA. This includes YOY pre-planning of resources, sourcing for contractors and supplies, resources are allocated at the right place and time etc.
- Ensure all logistics works at the site are executed safely through reviewing the method statements, risk assessments, permits and that HSE requirements, e.g. Last-minute risk assessment (LMRA), environmental regulations are understood and practised by the logistics contractors
- Compilation on HSSE related training needs for all TA contractors
- Liaise with vendors for TA Awareness stickers, barricade tapes and banners for follow up with Purchase Request including planning for delivery to site.
- Issuance of training cards, TA Awareness stickers and barricade tapes to all TA contractors
- Minutes Pre-TA weekly meeting for TA HSSE Roaming Lead & Contractor Safety Leads
You are what we are looking for if you:
- Have degree/diploma in Engineering, Logistics, Facilities Management or equivalent.
- Have at least 3 years of HSSE and logistics experience in a manufacturing/ oil and gas environment
- Have knowledge in turnaround/ plant shut-down activities preferably
- Are familiar with common tools and equipment used in the plant, e.g. gas meters, smart torques, lighting protection covers etc.
- Are able to work with multi-disciplinary teams
