Responsibilities
- To lead and manage day to day operations, ensuring that the facilities provide best practice in engineering maintenance to achieve a safer environment for all.
- To manage all specialist sub-contractor to ensure compliance in term of KPI, response time, frequency, quality and completeness of maintenance.
- To manage the team in areas, central operation and respective support departments to carry out daily back-end engineering maintenance work, ensuring excellency and consistency in operational support according to the design intents of various mechanical, electrical, medical and specialist systems.
- Work closely with Manager, area and central operations and the team to meet end user requirement in the M&E system and its distribution. Support in manage customers and end user relationship with reference to the KPI and service level agreement.
- Strategize, plan, and implement all business process and procedure that align with the operation requirements of the premise.
- Seek opportunity to improve and enhance the work structure, in terms of the working hours, the shift detailing and the support of the team to support the hospital operations.
- To be responsible for the response to the voices of customer/end users, process, employee, finance and sub-con/specialist and monitor, accessing the performance with balanced score card.
- To manage and monitor the operational costs and expenses against budget.
- To work closely with client to identify areas of opportunities to improve the facilities and all engineering system and generate additional revenue by securing additional works.
- Responsible for the overall fire safety of the Building and the implementation of fire safety measures, form and lead a Company Emergency Response Team (“CERT”), and ensure that the facilities within the Property comply with the Fire Safety Act (Chapter 109A).
- Besides adhering to the Fire Safety Act (Chapter 109A), the FSM’s duties also include taking enforcement action with the serving of warning notices/letters up after consulting the Agency. The FSM is required to update the Agency on all enforcement actions taken.
- Liaise and co-ordinate with SCDF on all matters relating to fire safety at the Property.
- Attend to fire incidents regardless of whether it is a working hour, and notify the Agency immediately and coordinate with SCDF on the findings. The FSM shall submit to the Agency a detailed report on the incident next day.
- Formulate all crisis management plans, initiate and command the evacuation of tenants when necessary.
- Educate the tenants to maintain a fire-safe environment and train them in basic firefighting and rescue.
- Conduct periodic inspections and to remove any fire hazards that are found in the Property.
- The FSM shall oversee and ensure proper maintenance of the fire protection systems in the Property.
- Coordinate the entire process of annual inspection by the appointment of a Professional Engineer/Qualified Personnel (“QP”) for application/ renewal of the Fire Certificate, and to make the necessary submissions to SCDF.
- Conduct Fire Drills and table-top exercises (“TTE”) at least twice a year, other related exercises and any Fire Safety programmes as stipulated by SCDF or spelt out in the Fire Safety Act, and submit reports on completion of each exercise/ programme together with monthly reports.
- Plan maintenance program.
- Building inspection and ensure rectification of defects.
- Supervision of Term Contractors.
- Preparation of ad-hoc reports required by the Agency.
- Processing of Addition & Alteration works applications by the tenants or directed by Agency.
- Maintain contractability at the Property after office hours.
- Attend to complaints by tenants and liaise with term contractors for repair works.
- Prepare specifications for quotations.
- Update promptly and ensure proper closure of cases on CMMS.
- Monitor Key Performance Indicator.
- Ensure compliance to all Service Level Agreement.
- Work with the area operations to address fix IT program and support in term of system deliverables.
Requirements
- Proficient in MS Office & Outlook.
- Excellent team player with ability to meet tight deadlines.
- Ability to work independently.
- Ability to work in fast paced environment.
- Fire Safety Manager Cert will be an added advantage.
- Diploma in Engineering/ Facilities Management or other relevant fields with
- Minimum 8 years relevant working experience in providing facilities management services and supervisory role.
