Project site supervision, inspection, documentation, and coordination for architectural, structural, piling, M&E, and landscape works for New Housing Project – Build-To-Order
Job Description
- To carry out the supervision and inspection of building works as stipulated in the Building Control Act
- To work under the control and direction of the appropriate Qualified Person when carrying out their supervision and be fully responsible to the appropriate Qualified Person
- To carry out supervision and inspection of the works including any off-site manufacturing and/or pre-fabrication, and ensure that works are constructed to required quality and accuracy, both onsite and at any temporary offsite locations
- Conduct functional tests and commissioning.
- Carry out defects checking and locking-up of flats (for handover)
- Assist in feedback related to progress and non-compliance.
- Check on safety and housekeeping issues.
- Assist in the inspection of works at other blocks when required.
- Manage filing and recording of all project information (site reports, site photos, project information, etc.)
- Report discrepancies in contract drawings specifications or shop drawings
- Highlight technical issues unresolved at work site to the Architect/Engineers
- Assist the Landscape Consultant in supervising the landscape works (to possess the Singapore Workforce Skills Qualifications (WSQ) Certificate in Landscape Operations, or equivalent/higher qualification approved by HDB)
- Assist the Quantity Surveyor Consultant in site verification of as-built / completed works
- Inspection of Workers' Quarters
- Checking of delivery orders and checking of OCS (optional component scheme)
The main duties of the RTO (during the defects liability period) shall include but not be limited to the following:
- verify that the Contractor’s defects rectification is completed satisfactorily or to the satisfaction of HDB;
- monitor and track that the rectification of the defect meets the service standards set;
- attend joint inspections with residents to better understand their requests/feedback where required;
- conduct audit checks on residents’ renovation hacking of walls based on HDB-approved plans to safeguard building structures; and
- any other duties assigned by HDB’s officer in charge of BSC
The Resident Technical Officer shall be qualified and competent and possess the relevant skills, knowledge, and the ability to coordinate and supervise the diversion works.
- Possess at least the National Construction Certificate of Supervision (NCCS).
- Must be accredited RTO by the Institute of Engineers of Singapore (IES)
- Fully conversant with statutory regulations with good organization skills in maintaining site records
- Pro-active in resolving and managing site issues with good team spirit
- Minimum 3 years local experience
