Senior Manager, Quality Systems & Planning

The Quality Division drives efforts to uplift the quality of care and promote a culture of continuous improvement in the Community Care sector.


Within the Division, the Quality Systems & Planning team conducts research and identifies quality indicators, standards and useful tools that could be applied to the Community Care sector. The team’s current focus areas include quality measurement, quality assurance and building a quality culture within the Community Care sector, working closely with AIC Divisions, Community Care Organisations (CCOs), Regional Health Systems, Ministry of Health (MOH), and other stakeholders.


1. Drive and manage programmes and initiatives, which include a quality assurance programme, aimed at raising standards of care in the community care sector. This includes

a. Planning, executing and managing a pilot to implement a quality assurance programme and drive the adoption of suitable international standards with a few CCOs

b. Managing the budget, procurement and contract matters with the appointed international standards body (ISB)

c. Assist in the development of the evaluation approach for the pilot as well as data collection for the programme evaluation


2. Identify areas for capability building following the assessments conducted by the ISB and develop relevant resources with the aim of enabling the CCOs to address the areas for improvement and work towards achieving the standards.


3. Identify and propose changes to the quality assurance programme, if required, after the evaluation to enable us to better meet the intended objectives and extend the programme to more CCOs in the sector. This will include

a. Securing funding to support more CCOs as they embark on quality assurance


4. Drive and manage initiatives to support CCOs to meet the new regulatory requirements set out by MOH, which may include reviewing and putting in place training programmes to strengthen CCOs’ organizational capabilities.


5. Drive and manage quality planning efforts for the community care sector, which will include co-developing strategies and initiatives with the CCOs to uplift quality of care.



Job Requirements:

· At least 6 to 8 years of relevant experience

· Experience in a planning or quality role and knowledge of the community care sector would be an advantage

· Strong project management skills and is self-motivated and proactive

· Effective interpersonal and engagement skills

· Strong written and verbal communication skills

· Passion for quality and ageing issues
