Deputy Head/ Assistant Head, Human Resource

National Research Foundation

The National Research Foundation’s (NRF) mission is to promote and coordinate Research, Innovation and Enterprise (RIE) activities in Singapore, so as to create a vibrant, competitive and knowledge-driven economy.


NRF HR formulates, implements and drives human resource development and management of policies and initiatives for the agency. We strive to establish and foster a high performing and engaged workforce, in support of the agency’s mandate and strategic goals. We are also leading efforts to develop a strong cadre of professional RIE programme managers responsible for planning, executing and actively shaping multi-project RIE programmes in Singapore.


In view of NRF HR’s expanded role in supporting the agency’s growth plans, we invite interested applicants to apply for our role in HR. Key responsibilities include (but not limited to):


• Conceptualise and draft HR Policies to better support the agency’s mandate and the workforce development;

• Plan, conceptualize and implement in-house training programmes for NRF’s RIE Programme Managers;

• Involved in Manpower Planning for the organization, including but not limited to resource and succession planning

• Undertake the enhancement and review of operational HR policies/ procedures;

• Assist in the annual Ranking and Promotion Exercise; and

• Lead or participate in other HR-related projects and employee engagement initiatives/activities.


Success factors:

• Tertiary education in Business, Human Resource or a related field;

• At least 5 years of HR related experience in the Public Sector;

• Strong communication and interpersonal skills;

• Ability to write well and communicate complex concepts in a clear and concise manner;

• Ability to perform data analysis using available online tools and techniques is preferred;

• Ability to multi-task and perform under pressure; and

• A strong team-player.


Depending on candidates’ demonstrated aptitude and/or work experience, we will adjust the key responsibilities accordingly.
