Job Description

The Defence Collective Singapore (DCS) manages the Singapore Discovery Centre, the SAF museums and the future National Service-themed gallery to champion our defence story and inspire everyone to defend what it means to be Singaporean: our home, our identity and our way of life.

The Air Force Museum is a physical embodiment of the history, heritage, and values of the Republic of Singapore Air Force (RSAF). Since its inception at Changi Air Base on 1 September 1988, the museum has come a long way. Today, it stands in a compound next to Paya Lebar Air Base and creatively combines original artefacts with interactive media. The museum provides an engaging hands-on experience that breathes new life into the RSAF story for all ages.

The General Manager for the Air Force Museum will plan, lead and manage the visitor experience, facilities/systems and events management operations, and collaborate with planning teams across the larger DCS. This role reports to the Deputy Chief Executive of DCS.

Responsibilities:

  • Plan and manage the visitor experience, facilities/systems support and management, safety and security and event planning and execution in terms of budgeting, resourcing, operations planning and management, logistics and maintenance activities to deliver excellent customer service experience in the Air Force Museum.
  • Collaborate with planning teams across DCS for the planning, development and execution of the museum’s guided/thematic tours, public programme offerings, campaigns and events to deliver high quality and memorable experiences for visitors.
  • Work closely with DCS’s marketing and public engagement team to strengthen marketing and outreach programming efforts to build more awareness for the Air Force Museum and drive new and returning visitors.
  • Provide operational planning and direction for the development, maintenance and availability of the exhibits to ensure that the Air Force Museum operates in an economically, financially and environmentally sustainable manner. Monitor, identify, develop and implement preventive maintenance for exhibits and implement mid-life upgrades of ageing exhibits.
  • Determine procedures and processes and provide leadership, training and guidance to staff so that they are competent in their areas of work, proficient in content, product, facilities and systems knowledge and display professionalism in their conduct.
  • Develop and implement Incident and Crisis Management plans, ensuring compliance with statutory and regulatory requirements and validate them from time to time, to ensure continued operational readiness of the Air Force Museum.
  • Plan, develop and oversee the implementation of safety and security management strategies and procedures, safety and security support plans for key projects/events (in part or whole), providing timely support (e.g. site recce) to ensure safety and security of all staff, vendors and visitors within the Air Force Museum’s grounds and premises.
  • Set standards and determine procedures and processes to govern the delivery of services and work performed by the contractors engaged by the DCS/Air Force Museum and ensure that they conform to the specifications and requirements for works pertaining to infrastructure, building facilities and safety.
  • Oversee and control the Air Force Museum’s funding, budget and expenditure, ensuring procurement conform to financial guidelines.
  • Conduct manpower planning to determine the Air Force Museum’s manpower operational planning development and deployment strategy.

Requirements:

  • Bachelor or above degree with at least 10 years of relevant experience. Preference will be given to those with working experience in attractions/museum/gallery related organisations.
  • Familiarity and understanding in museum operations, building and facilities management, including prototyping, compatibility, interoperability and integration issues in sustainable systems and infrastructure development.
  • Possess experience and expertise in budgetary, operations and events management, logistics, procurement as well as vendor management.
  • Highly resourceful, self-motivated and able to work with different stakeholders and to remain calm and composed under pressure.
  • Demonstrated ability to work independently and under pressure and to manage multiple concurrent tasks and responsibilities while dealing with changing priorities.
  • Excellent organisational and time management, written and verbal communication skills.
  • Strong interest in community/customer engagement and ability to engage the public.
