ROLES AND RESPONSIBILITIES
Report to the Project Manager, HSE Officer (if any) or HSE Lead Coordinator at site and to Corporate HSE Manager at HQ.
- To have and maintain good daily attendance and punctuality.
- To notify PM / Corporate HSE at least two days in advance before going on leave for less than three days. In case of three or more days of leave, then to notify at least one week in advance.
- Familiarise with Rotary IMS procedure as well as Project HSE plan and lead the HSE team to implement the same at site with expected outcome.
- Assist the project manager to do effective implementation of HSE plan at Site Aware of basic HSE legal requirement, Rotary and client HSE requirements as well as communicate to the project team with their site work activities To do planning with HSE activities corresponding to construction stages and in accordance with HSE plan.
- Communicate the planned activities to all the project members for effective implementation.
- Involve in conduct and review of Method Statement, Risk Assessment or Job Safety Analysis. Assist the project team in implementation of Risk Control Measures at Site.
- Monitor work activities in order to advice management of HSE deficiencies and of HSE implementation program or performance.
- Participate in daily / Mass Toolbox Meeting and brief the workforce with necessary HSE matters as per the construction stages / sequences.
- Do proper reporting to HSE lead as well as Project Manager and to do documentation for all HSE activities in accordance with HSE plan as well as IMS procedure.
- Ensure that all the necessary teams like Emergency Response Team, Rescue Team, Lifting Team, First-Aider, etc., at project Site.
- Assist the project manager and HSE Lead in developing and delivering training programmes as per the pre-planned schedule Assist in develop and implementation of necessary plans like Lifting Plan, Fall Preventation Plan, Fatigue management plan, etc.,
- Deliver other duties/work scope as assigned by HSE Officer/ HSE Lead/Project Manager and Corporate HSE Manager.
- Ensure proper HSE communication and coordination among the project teams by necessary briefings and meetings. Participate in weekly meetings and input HSE with necessary minutes.
- Directs the issuance of Notices of Non-Compliance to contractor/subcontractors found in violation of the HSE rules & regulations. Follows-up to ensure compliance Assist in incident preventation as well as facilitate investigation by the team and reporting in case of any incidents at Site.
- Ensure proper communication to all the relevant parties as well as Corporate HSE on incidents as per the Rotary HSE Manual.
- Do regular HSE Inspections & rectify any unsafe practices and conditions at the worksite. Identify preventive measures and recommend to the project management. HSE findings to be addressed with necessary root cause analysis and to recommend preventive measures to the project team with necessary follow up.
- At-least one finding with necessary preventive measures to propose to HSE lead per day Stop any unsafe work or condition if there is any imminent danger to human life or potential major incident / emergency.
- Conduct / facilitate all the standardised HSE inspection including but ot limited to monthly Full Body harness check, Fire extinguisher inspection, monthly colour code check etc.,
- Ensure project Site machinery / equipment maintenance regime with necessary inspections and service records as well as safety provisions.
- Ensure that all lifting gears, appliances, electrical equipment are inspected monthly and that the register, colour coding and records are up to date Responsible & accountable to ensure that all site activities adhere to legal regulations, including Environmental regulations.
