HEALTH, SAFETY AND ENVIRONMENTAL (HSE) OFFICER

Role Purpose


Operating with close supervision, the incumbent shall be responsible to ensure that HSSE regulations are followed, potential hazards are identified and mitigated at the MOPS/OFS influenced sites.


Key Accountabilities

  • Possess knowledge of local statutory HSSE Regulations and Industry HSSE standards to ensure their correct implementation. Understands the company’s HSSEQ policies, requirements and procedures and the specific HSSE requirements for the projects assigned.
  • Monitors EPCI activities of the projects, identifies HSSE issues and proposes preventive and corrective measures so as to provide a safe and environment-friendly working environment.
  • Routinely inspects the work areas and equipment including subcontractors to identify unsafe acts and conditions; advises line management of areas requiring management intervention as well as on HSSE legislative and industry standards.
  • Investigate and report on incidents, near misses, and unsafe practices.
  • Participates in regular HSSE audits and inspections.
  • Participates in emergency response procedures and drills.
  • Deliver HSSE training programs for staff. Keep records of staff training and certifications to ensure compliance.
  • Complies with HSSE reporting standards and regulations. Prepare regular reports on HSSE performance for project management team.
  • Communicating HSSE guidelines, updates, and best practices to employees, contractors, and other stakeholders. Report to Project HSSE Manager on HSSE performance, incidents, and compliance.
  • Conduct regular risk assessments to identify potential hazards. Implement preventative measures to mitigate identified risks.
  • Ensure that all safety equipment and resources are available, in good condition, and utilized correctly.
  • Stay updated with the latest trends, practices, and legislations related to HSSE. Recommend and implement innovative solutions to enhance the HSSE culture within the organization.

Qualifications

  • Degree in Occupational Health & Safety/Engineering or its equivalent.
  • Min 0-3 years of progressive experience as a Safety Officer with exposure to the type of work performed on EPCI projects.
  • Completed Certification as a Workplace Health and Safety Officer (WHSO) through the Ministry of Manpower, or equivalent/similar for overseas base.
  • Must have knowledge of ISO 45001 and ISO14001, internal auditor certifications preferred.
  • Hot Work Assessor Certification is preferred.
  • Fire Safety Certification is preferred.

Technical

  • Risk Assessment & Problem solving Techniques
  • PC literate with good documentation reports presentation.

Leadership

  • Excellent communicator
  • Good subcontractor management.
  • Team-player with good engagement with team
  • Ability to independently think through multiple alternatives, potential consequences and economic impact of decisions to determine best approach.
