COMPANY DESCRIPTION

Since October 2011, Thye Hua Kwan Moral Charities (THKMC) was incorporated as a charity with an IPC status to provide multiple social and welfare services to the community at large.

THKMC provides assistance to the various groups in our community through more than 60 programmes and services for the elderly and the sickfamiliespersons with disabilities, and children.  We help anyone in need with full respect to their race, colour, creed, language, culture and religion. We have more than 90 programmes and services, reaching out to more than 55,000 people in the community.

RESPONSIBILITIES

Responsibilities:

Payroll and System

  • Ensure timely and efficient administration of organization-wide payroll (full spectrum)
  • Review HRIS and Payroll processes regularly to ensure process efficiencies and compliance with Company policies and statutory requirements.
  • Work closely with internal and external partners to ensure accurate and timely reporting for effective salary administration (CPF and Tax filing/ Clearance), surveys (by various government agencies – MSF/ MOM/AIC etc) and audits.
  • Lead all HR related systems including HRIS to ensure data accuracy and managed in accordance to statutory and company requirements.
  • Prepare monthly payroll analysis report.
  • Provide Professional advice on payroll and HR matters enquiries on a prompt basis.
  • Work with Compensation and Business Partners Team on the following for accurate payout:
    • Annual manpower budget projection
    • Annual Total Performance Management (TPM) on moderation
    • Annual Salary review exercise and bonus payout

 

HR Administration

  • Administer Government Grants and Government Paid Leave (such as Maternity Leave, Paternity Leave, Childcare Leave, NS Make-up pay, etc.).
  • Oversee for applications & timely claims with Funders.
  • Work across HR and Services/Divisions to streamline HR processes for efficient HR operations.
  • Consolidate and maintain all HR policies & procedures from the respective HR owners to ensure compliance with relevant laws and regulations, consistent and effective HR practices across the organization.
  • Assist in development and implementation of human resources policies, SOP and workflows.
  • Review and monitor key HR metrics.
  • Responsible for the overall data integrity and quality control.
  • Participate and manage any ad hoc HR projects and initiatives.
QUALIFICATIONS

Requirements:

  • Degree in Human Resource Management or related qualifications with at least 10 years of relevant Payroll experience in medium to large matrixed organizations.
  • Well-versed in Employment Act and statutory regulations.
  • Proficient in MS Office Applications (Word, PowerPoint, Excel, Outlook, etc.).
  • Knowledge of Frontier software will be advantageous.
  • Strong analytical skills, adaptable, meticulous and organized.
  • Good business and people acumen with the ability to frame HR initiatives and expertise in a business context.
  • Strong communication skills (both written and verbal) to build and maintain effective interpersonal relationships at all levels.
  • Ability to work under pressure, meet deadlines and drive projects to completion.
  • Well-developed prioritization, time management, and multi-tasking skills.
  • Self-initiated, able to work independently and collaboratively within the team.
  • Ability to handle sensitive matters with tact and discretion, while building trust and upholding confidentiality.
