About The Inclusive Fund
Started in July 2021, The Inclusive Fund (TIF) is set up to provide interim/transitional support and bridge existing service gaps through supporting *transnational families, who do not receive sufficient formal forms of support/assistance due to eligibility issues, in hope to promote equity and social inclusion which focuses more on the needs of the children. TIF is NOT a financial assistance scheme but an advocacy effort to look for longer-term solutions to mitigate system barriers and supporting the transnational families to be self-sustaining.
Transnational lower income families with children and young persons under the families’ care, and
with at least one family member in the household who is a Singaporean Citizen/Permanent Resident
(PR) (TIF is open to looking at families with exceptional needs that fall out of this criterion), may apply
to be supported by the funds. The needs of the families are assessed in the following priority:
(i) Immediate needs: Children’s education and health related matters as priority
(ii) Mid-term needs: Employment, income generation, legal support, and other arising related concerns.
(iii) Long term needs: Advocacy and supporting families to be self-sustaining.
Manager, The Inclusive Fund (TIF) – Part-time position (~ 3 days/ week)
We are looking for passionate individuals committed to the cause of enabling socially disadvantage low-income families and communities realise their aspirations of getting out of the poverty cycle, with focus on bridging gaps of transnational lower income families with children and young persons under the families’ care through our existing The Inclusive Fund (TIF) programme.
This is a levelling inclusion and bridging gaps initiative, and we are seeking professionals with experience in delivering a holistic work in supporting transnational families through coordinating and implementation of the fund disbursement process and track progress, implement high impact programme through the TIF and work in collaboration internally with other programme teams as well as co-ordinating efforts with internal and externals stakeholders such as other FSCs/ SSAs or organisations working with transnational families.
The Manager will be responsible for community outreach/engagement efforts supporting transnational families, coordinate referrals from referring agencies on TIF applications for the fund committee for approvals and follow up, forge close and trusting relationships with community stakeholders, inform and improve TIF practices, donor management and reporting, and development of the TIF initiative to address needs.
Responsibilities:
- Responsible for supporting implementation strategy of The Inclusive Fund (TIF) related activities
- Develop and plan Community outreach/ engagement efforts supporting transnational families
- Coordinate and facilitate referrals from referring agencies on TIF applications for committee approvals and presentations
- Assist the TIF committee to coordinate and implement regular meetings, committee approval meetings where necessary
- Network and develop relationships for donor and partnership networks to support and enable transnational families
- Develop and forge close and trusting relationships with both internal and external community stakeholders for the purposes of The Inclusive Fund and monitor fund disbursements donor management or reporting
- Inform, improve and development of The Inclusive Fund practices/ initiative to address and bridge evolving needs of transnational families
- Keeping TIF administration and records up to date, funds disbursement tracking and monitoring, reports are well documented and maintained

- Good cross-organisational collaborative skills
- Able to operate effectively in a dynamic and fluid work environment.
- Diploma or Degree with relevant discipline
- Have at least 3 years of working/programme experience/social service-related experience
- Able to identify area of improvement and address pro-actively
- Able to multi-task and work independently
- Good interpersonal skills, ability to communicate with people from various levels
