Executive, Operations Planning & Development (Procurement / ISO)

JOB PURPOSE

A key member in the ISO team that manage the shared procurement services for the entire Island Operations Division


DUTIES & RESPONSIBILITIES

1) Procurement

a) To carry out entire end-to-end process (E2E) for Island Operations’ procurement with initiative and accountability, from reviewing of specifications, liaison, coordination & support stakeholders, performing supplier assessment & selection, writing approval papers, seeking approval from relevant approving authority, etc till award of tenders etc

b) To ensure governance and compliance of the entire E2E procurement processes (inclusive of documentations, information & records management) etc. in accordance with the procurement policy and procedures by MOF & SDC.

c) Support users in Contract Management issues such as liquidated damages, payments etc.

d) To develop and collate the annual Procurement Workplan from various departments, including tracking and monitoring.

e) Able to independently call tender on government portal such as GeBIZ and other relevant government website to check for information to ensure compliance with the specifications.

f) Participate in audits by both internal and external agencies


2) Others

a) To establish collaboration and teamwork for effective stakeholder engagement with various Island Ops departments, Contracts Dept, Finance and all relevant stakeholders, with effective communication skills

b) Participate and provide support in Business Continuity Resilience

c) To contribute towards driving continuous improvement for procurement compliancy and efficiency, as part of Change Management


EDUCATION & EXPERIENCE

  • Degree / Diploma in Supply Chain Management / Business / Economics / Engineering or related field.
  • Min. 1 - 2 years relevant work experience, preferably in the area of contract management or procurement.


PREFERRED SKILLS

  • Knowledge in various government procurement methodologies and portals (e.g. GeBIZ, VITAL, DSTA etc)
  • Communicating to influence with both internal and external stakeholders in working as ONE Sentosa.
  • Resourceful, proactive, meticulous and able to do analytical thinking
  • Proficient in Microsoft Office especially in Word, Excel, and Powerpoint with digital-readiness mindset against cyber-threats.
  • Able to demonstrate Personal and Professional Integrity with cultural intelligence. E.g. ability to influence others to do the right thing with open attitude for cross-cultural effectiveness.
