Key Responsibilities
- Provide advice and consultation for interpretation of procurement policies and procedures to end-users
- Manage purchasing cycle from invitation to quotation, evaluation of quotes, contract establishment, purchase orders and payment in accordance to the relevant IM policies
- Support contract management and supplier performance management
- Prepare periodic reports related to procurement
- Maintain and evaluate lists of current and prospective vendors/contractors/suppliers
- Manage suppliers' delivery of goods/services
- Analyze the procurement requirements and selects the most appropriate procurement methods based on interpretation and assessment of established policies, practices and experience
- Negotiate with suppliers to meet quality, delivery, cost and delivery objectives
- Work closely with all other functions to improve purchasing procedures and contribute towards effective cost management
- Administer GeBiz-related requests and procedures across the procurement lifecycle; support relevant requests and clarifications
- Any other duties assigned by the Supervisor
Requirements
- Diploma in related discipline, minimum GCE ’O’ level
- Prior procurement experience in an educational institution would be an advantage
- Hands-on knowledge on GeBiz
- Effective interpersonal skills with good command of English
- Proficient with Microsoft Office applications
