Purpose:
Applies project management and cost engineering knowledge with a background of either Construction, transport & offshore Installation, or Commissioning (herein after referred as CIC) to execute EPCI proposal and project execution under CIC department in Company business areas including hull/topsides/mooring facilities.
Responsibilities:
- Modify existing templates of cost estimation and RFQ package (subcontract forms, T&C, SoW etc.) as required.
- Support developing the procedures/guidelines/workflow required for proposal works within CIC department.
- Support construction, installation and commissioning commercial related matters.
- Collect, organize, and maintains historical data of cost summary (quotations/CBEs/final cost etc.) and productivities in a systematic manner to allow for easy access by those require.
- Collect, assort various cost data along with technical information for benchmarking and analyze tendency, correlation, or algorithm in order to develop applicable estimate methodologies in collaboration with Digital & Analytics team.
- Facilitate continuous improvement analyzing the data available from project execution and update the cost estimation data for future projects.
- Execute EPCI proposal work including CAPEX estimation for CIC
- Define and develop schedule and quality monitoring method to support the project execution team.
- Performs miscellaneous CIC related improvement tasks as assigned.
- Support in developing project deliverables as per project & client requirement if needed.
- Perform duties as per directives of reporting authority
- Prepare timely and accurate technical report for management and a reference for future.
Requirements/Qualifications:
- Bachelor’s degree in engineering/construction or business management with 5 years work experience, or master’s degree in the same discipline with 3 years work experience.
- Minimum of 3 years work experience in EPC of onshore/offshore Oil & Gas or FPSO projects.
- Basic understanding of project management, CAPEX estimation process, industrial standard cost engineering terminology, and quality assurance.
- Basic knowledge of technicalities related to CIC requirements and standards.
- Strong knowledge and analytical skills using Microsoft Excel, Power BI, Alteryx, etc..
- Logical/MECE thinker and good presentation skill using visual aid of MS power point.
- Experience in working for teams comprising members of diverse culture, race and nationalities from different vendors and fabricators.
