The Role Responsibilities

The CCIB Regulatory Enablement Team sits within COO for the Corporate, Commercial & Institutional Banking (CCIB) business.

The team provides CCIB with capabilities to drive regulatory programs and initiatives across the CCIB businesses and often pan-bank, working in an agile operating model with each segment and product area. Such regulatory programs and initiatives may include:

· Complex/Large Scale Regulatory Change;

· Material Policy changes;

· Internally-driven programs supporting the management of regulatory interactions and change (for example, how we engage with our regulators and track resulting regulatory actions and commitments);

· Changes resulting from topical strategic risks (such as US/CN geopolitical risks)

Due to the nature of these programs and initiatives, the team support not only the CCIB Business but also more broadly collaborate and engage across other divisions in the Bank to ensure delivery.

The CCIB Regulatory Enablement Team enables proactive impact assessment of regulatory initiatives and requirements, coordinates the approach and interpretation across businesses; and partners with business and technology teams to implement solutions in a consistent and coordinated manner.

The team is currently working on a number of global and local deliveries, including for example the design of a pan-bank baseline operating model for managing regulatory change as part of the cross-functional Managing Regulatory Change (”MRC”), a collaboration across First Line of Defence (“1LOD) and Second Line of Defence (“2LOD”) teams. The target operating model will address inconsistencies in managing regulatory change, and for example standardise the approach to managing the Bank’s regulatory engagements and actions/ commitments with our regulators.

The role holder will have familiarity and experience with managing regulatory projects and an ability to drive effective solutions. The role will primarily provide direct project management to drive the delivery of CCIB regulatory programs and initiatives and/or their corresponding workstreams, along with ability to provide business analysis and change management insights/capability.

The role presents an exciting opportunity to work across a diverse range of risk areas, and all aspects of the CCIB business, including interaction with 1LOD and 2LOD teams. The role will support the Bank in delivering against and complying with applicable regulations and/or regulatory actions, to effectively manage our risks across geographies.

Regulatory Change Assessment and Management

· Co-ordinate and lead project deliveries, including planning, analysis, solutioning, and coordination of inputs from stakeholders

· Lead business analysis efforts to identify and understand business needs, translating them into actionable requirements

· Manage workstream deliveries across various stakeholder groups, drive regulatory team agenda and maintain governance

· Collaborate with cross-functional teams to analyze and optimize business processes as required, driving improvements in efficiency and effectiveness

· Work closely with 2LOD stakeholders across Principal Risk Types to lead CCIB regulatory interpretation and impact assessment of “complex, large scale regulations” applying to CCIB.

· Collaborate with CCIB business change teams to achieve common interpretation, understand business-specific impacts and identify any conflicting areas of interpretation.

· Lead CCIB wide impact assessments of new/amended relevant Policies/Standards relevant to identify key 2LOD requirements, ensure consistent understanding and interpretation across the business.

· Draft and manage consultation and approval of pan-CCIB dispensations required against 2LOD Policies/Standards. Collaborate with relevant business teams to identify and include any business specific factors to be included in dispensation.

Business Implementation & Delivery

· Oversee project implementation and delivery activities, working alongside technical delivery teams

· Manage implementation and delivery risks and issues

· Drive change management activities to ensure changes are embedded into day-to-day operations, including through communications and training

· Work with CCIB business teams and 2LOD to support delivery across relevant business areas. Engage with cross-bank teams on deployment of training. For instance, deliver “train the trainer” awareness on CCIB-wide requirements.

· Manage and issue communication strategy and plans for CCIB regulatory initiatives (across group, region and country, depending on the impact).

· Provide post-go-live support to businesses to resolve any implementation issues and/or challenges

Our Ideal Candidate

· Any Bachelor/ Master’s Degree from a recognized University.

· 10+ years of relevant experience in Senior Stakeholder and Programme Management from Banking and/or Financial services, preferably.

· Excellent and Sound knowledge in Regulatory commitments and Regulatory projects

· Experienced in both technology and business programme management

· Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

· Display exemplary conduct and live by the Group's Values and Code of Conduct.

· Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct.

· Ability to take initiative, identify opportunities and work with management oversight to drive the best outcome possible.

· Should have wide knowledge in various business segments and product areas.

· Knowledge/ Experience with payment system implementation is an advantage.

· Hand-on experience working on JIRA.

· Hands-on experience working in an Agile environment.

· Hands-on individual contributor with an eye for detail and a proactive, self-managed working style.

· Excellent written communication and presentation skills; able to effectively engage, influence and manage senior business stakeholders.

· Experience of working in a collaborative, global team.

· Good strategic thinking in identifying solutions and selecting the best combination of practices.

· Proven ability to perform under a high pressure and dynamic environment.

· Strong problem-solving and planning abilities, high improvement focus, and ability to work in a fast-paced environment.
