Job Overview
The Head of HCD (Health & Co-Development) is to actively contribute to the organisation's success and identify growth opportunities. The role is primarily responsible for the following:
A. Pre-sales & Bid Management
The incumbent is responsible for identifying all potential business opportunities within the ambit of HCD in both the public and private sectors. He/she is responsible for anchoring responses to proactive (proposals) as well as reactive (RFP/RFI) bids as a single point of contact for timely submission.
B. Project Management
The Head is overall responsible for managing IT projects from award of tender to delivery and maintenance while keeping time, quality, and cost constraints under control.
C. Client Management
The incumbent is responsible for maintaining excellent relationships with all clients with a focus on long-term relationships.
D. People Management
The Head is to ensure the department maintains an optimum staff strength to fulfill its various responsibilities in line with the department’s approved annual operating plan (AOP). The Head is also to maintain a high level of staff engagement, ensuring staff are properly developed, and put in place a succession plan for all critical roles in the department.
Key Responsibilities / Main Tasks
1. Anchor responses to proactive (proposals) as well as reactive (RFP/RFI) bids as a single point of contact for timely submission.
2. Effectively coordinate with stakeholders to design a solution response.
3. End-to-end ownership of the proposal response to the client for timely submission.
4. Deliver presentations and demonstrations both internally and externally on all relevant proposals recommended to clients.
5. Oversee Project Plans Development
6. Oversee Project Implementation
7. Maintain excellent relationships with all clients to build long-term relationships and pre-empt situations that may have impacts on ongoing projects.
8. Manage work allocations, manpower, and resourcing needs for HCD.
9. Drive performance management practices within the team in accordance with organisational policies and procedures.
10. Actively drive staff engagement and develop initiatives to support the continuing competence and professional development of the team.
11. Develop a succession plan for all critical roles.
12. Develop excellent working relationships with other senior management team members to contribute to the organisation success and growth.
Critical Success Factors for the Role
To succeed in this role, you should be someone who possesses these qualities, attributes, and experience:
1. More than 10 years of leadership experience managing team(s) of similar staff strength.
2. More than 8 years of IT bid/tender, project, and client management experience. Experience dealing with public sector clients is crucial.
3. Experience performing at mid to senior management level, preferably in the IT industry.
4. Key attributes include a keen sense of responsibility, adaptability, perseverance, effective communication skills, a high degree of critical and structured thinking skills, and the ability to solve problems with first-principle thinking.
5. Bachelor’s or Master’s degree, preferably majoring in one of technology areas such as IT, computer science, or computer engineering.
