Job Description / Responsibilities
1. Develop and build competencies in process and design engineering for ISCE2
2. As part of ISCE2 management team, contribute to building a mission and values driven organization
3. Lead and deliver Low-carbon Technology Translation Testbed (LCT3) as a national infrastructure for local and international partnerships
- Understand LCT3 objectives, operating philosophy and how LCT3 fits into the wider ecosystem to support Singapore's Net-Zero ambitions.
- Develop a clear scope that the LCT3 initiative can plan and mobilise against and work with agency stakeholders to set KPIs for the long term sustenance of the facility
- Plan and manage budget for LCT3
- Lead multi-disciplinary and multi-organization LCT3 team
- Understand complexities of the low-carbon technology ecosystem in Singapore and play lead role in stakeholder management amongst industry partners, IHLs and government agencies
- Engage, attract and bring in these stakeholders to participate in LCT3
- Work with agency and academic partners to set up the governance, and support the running of LCT3s governance processes
- Work with all program workstreams to regularly review short & long-term plans
- Participates as part of the ISCE2 leadership team to inform and influence the mapping of R&D activities to a translational outcome aligned with Singapore's national goals.
- Ensure regular reporting processes are in place and provide visibility of program status, issues and manage any significant business risks.
- Represent LCT3 at LCER Steering Committee level and relevant boards, including the LCER Technical Committee
- Thought leadership and advocacy in the development of low carbon technologies.
- Represent A*STAR in an advisory role to other agencies and offices (eg S&TPPO, NRF, NCCS)
4. Guide and support process and design engineering efforts in ISCE2 in other areas, e.g. synthetic biology
Requirement
- Doctorate in Chemical or Process Engineering
- Good knowledge of industry and latest technology trends in sustainability
- Over 15 years of proven programme leadership/industry leadership experience in delivering translational engineering projects in the energy/ chemical/pharmaceutical industry. Demonstrated ability to work with procurement and different engineering disciplines, and familiarity with FEL (front end loading) engineering from basic design, basic and detailed engineering, mechanical completion to commissioning are pre-requisites. Experience in commissioning of commercial world-scale plants would be an advantage
- Familiarity with Singapore public sector stakeholder management
- Experienced in working with global management and technical stakeholders
- Experienced in strategic operations and project management
- Exceptional strategic thinking, with the ability to envision long-term goals and develop practical plans to achieve them.
- Excellent communication and presentation skills, capable of influencing stakeholders at all levels within and outside the organization
