This position reports directly to Head of General Affairs. Closely working with Facilities, Finance and Operations, primarily but not limited to handling, and managing operations-related procurement and tasks.
Job Description:
- Assist the General Affairs HOD, lead in the daily operations of the Singapore office (HQ), Gateway (SATS Core A) and various warehouses island wide.
- Responsible for procurement of building & facilities, equipment to support operation, meeting users’ specifications and requirements at a timely manner and at the most competitive price(s)
- Facilitate business reviews to discuss best practices and issues and to ultimately improve supplier performance and strengthen business partnerships across teams.
- Benchmark rate information versus historic pricing and versus competition.
- Perform supplier spend analysis, including reporting to establish visibility of spend patterns by category, region, and supplier.
- Review and improve existing procedures and processes to improve corporate governance and consolidate users’ requirements to source for most competitive value buys.
- Ensure that all purchasing activities and documentations are carried out in a timely manner and in compliance with the HQ Procedures and Financial & Operating Approval Limits at all times.
- Ensure that the specifications and requirements are sufficiently detailed and complete for competitive quotes.
- Follow up closely with users on procurement process and attend to suppliers’ queries and clarifications when required.
- Manage tender interviews and conduct negotiations with suppliers.
- Manage procurement RFP’s, RFQ’s, and RFI’s
- Vendor and supplier management
- Support in project costing analysis, budgeting, and maintenance of approved budget
- Develop mechanisms and metrics to track supplier performance related to forecasting, delivery, quality, and cost.
- Support the creation of supplier scorecards to measure and track supplier performance.
Requirements:
- Preferably possess a diploma or degree in Engineering or Accounting / Finance discipline
- At least 3 years’ experience in procurement; Preferably in MNC environment or Building and facility works and services; Or Procurement experience in Logistics / Supply Chain / Warehouse operation is highly advantageous.
- Knowledge of MS office suites is essential.

- Good command in written and spoken English and Chinese, proficient in Mandarin.
