Assistant Finance Manager/Finance Manager - St. Andrew's Nursing Home (Tampines North)

KEY RESPONSIBILITIES

1. Accounting Function

1.1 Oversee all financial matters to ensure proper utilisation of funds, accountability and internal control (both routine maintenance and development work). To prepare and monitor effective use of yearly budget and highlight inconsistencies to management's attention.

1.2 Approve the disbursement of funds for authorised payment of expenses for maintenance and operation of the hospital to a standard comparable to the market in accordance with prevailing accounting policies of SANH.

1.3 Prepare, interpret and analyse monthly financial statement and advise management on any unusual findings.

1.4 Carry out credit policies to prevent bad debts while maintaining favourable public relations with customers.

1.5 Set up and maintain a system of inventory and fixed asset control and with yearly physical stock take to verify status of asset against records, whenever necessary.

1.6 Participate in the formulation of financial policies through the submission of papers to the Finance/Audit/Management Committee under the directive of the ED and advice of Senior Finance Manager (SAMH).

1.7 Act as a liaison between external/internal auditor and the nursing home.

1.8 Ensure quality records are maintained within the statutory required retention periods through proper identification, filing, storage, maintenance and disposition of records.

1.9 Regularly review pricing and cost and recommend changes to management in view of changing market forces.

2. Financial information System

2.1 Work with the lT Department in the development, maintenance and the security control of SANH‘s financial information system.

2.2 Provide advice on the financial accounting system interface in implementing or introducing new information technology to the nursing home.

3. Administrative/Supervisory Duties

3.1 Plan, organise, control and develop the Finance Department, its systems and its staff to a high degree of professionalism.

3.2 Supervise the maintenance of payroll journals and any payroll information for submission to authorities for funding.

3.3 Oversee procuring and purchasing processes to ensure that products procured are at the lowest prices from approved vendors and conform to specified requirements after taking into consideration quality, similarity and vendor‘s credibility.

3.4 Participate in the design and implementation of new projects within Finance Department or in interdepartmental committees/Quality Control Circles,

3.5 Participate in relevant internal and external committees as assigned

3.6 Undertake relevant training so as to keep abreast with latest financial accounting information technology and with own profession.

3.7 Review, document, formulate and/or recommend changes to financial policies for the nursing home’s future development.

3.8 Document procedures in the relevant manuals.
