Job Description & Requirements
We are currently hiring a Preconstruction Manager who will play a crucial role within the data centre space. The role will involve overseeing the project lifecycle, ensuring projects are delivered within scope, timeline, cost, and quality standards. The position also entails providing project updates, reports, and communication following program standards, as well as leading quality assurance efforts and coordinating stakeholder meetings.
Responsibilities:
- Overseeing the entire project lifecycle to ensure the delivery of the project within the agreed-upon scope, timeline, cost, and quality standards, prioritizing safety and minimizing unintended impacts on operations.
- Verifying the compliance of all contractor submissions, encompassing technical and commercial proposals, drawings, documents, method statements, risk assessments, and work notification documents, with Google's internal processes, policies, standards, and, where applicable, AHJ requirements.
- Enforcing adherence to site security, safety, and other relevant policies by both the project team and contractors.
- Guiding and overseeing the procurement process in alignment with internal standards and guidelines.
- Adhering to all project workflows and processes established by Google for project delivery.
- Providing project updates, reports, and communications according to Marcus program cadence and standards.
- Conducting quality assurance/quality control and monitoring construction, along with reporting on progress.
- Coordinating stakeholder meetings and weekly construction meetings.
- Managing vendor work notification and security access coordination.
- Initiating access tickets and escorting vendors' workmen to server floors, if required by security.
- Timely escalation of issues to the designated Google Point of Contact (POC).
- Efficiently managing the project intake process within the agreed-upon timeline.
- Updating the risk log and documenting lessons learned at each stage of the projects.
- Following up on and coordinating the resolution of Yawn defects and warranty defects.
Deliverables
Program Planning:
- Develop an annual program plan.
- Provide quarterly project forecasts.
- Implement a three-week lookahead plan.
- Deliver progress updates according to the established cadence.
- Project Initiation:
- Require the project scoping/deliverables document to be signed by the requestor and DCS.
- Establish a comprehensive project charter with necessary approvals within the agreed-upon schedule.
- Update workflow, bug, schedule, risk log, and lesson learned log.
- Project Planning:
- Develop a Project Management plan in accordance with the project manual, PCG, and GPO.
- Issue a tender recommendation report.
- Create a workflow for work order/contract and review vendor submissions.
- Update workflow, bug, schedule, risk log, and lesson learned log.
- Achieve project delivery aligned with the B1 schedule: P0/P1/Global Program/Time sensitive - 95%; P2/P3 - 80%.
Project Execution:
- Execute the project according to the plan, ensuring:
a. Safety compliance of 100% as per site guidelines.
b. Quality control with COPQ less than 5% of the project cost.
c. Schedule adherence: P0/P1/Global Program/Time sensitive - 95%; P2/P3 - 80%.
d. Cost control within 95% - 105% of the target.
- Update botg, workflow, bug, schedule, risk log, lesson learned log, and change log.
- Comply with safety management plan, BCP, and AHJ requirements for safety documents.
Project Closeout:
- Complete the closeout of project documents.
- Finalize the closure of accounts.
- Provide training for the operation team.
- Update botg, workflow, bug, schedule, risk log, lesson learned, change log.
Requirements:
- Possession of a Bachelor's degree in Engineering with a focus on Electrical, Mechanical, or Civil disciplines.
- 2.5 years of experience in project management within a data center or other critical environment, including a minimum of 3 years specifically managing brownfield projects.
- 5 years of experience leading dynamic technical teams engaged in project management, engineering, and construction activities for data centers or mission-critical facilities.
- 5-year background in handling electrical, mechanical, controls, security monitoring, fire safety, networking/fiber, server equipment, systems, and infrastructure within various projects.
- Familiarity with Singapore safety requirements and adept at implementing industrial safety management best practices.
- Proficient operational knowledge of data center equipment and environments, encompassing electrical switchgear, generators, chillers, cooling towers, air handling units, controls, security monitoring systems, and fire safety systems. Additionally, possesses an understanding of startup and commissioning processes.
- Proven experience in effectively managing vendor relationships and a comprehensive understanding of standard practices in the design and construction industry. Well-versed in fast-track design-build processes, associated documents, procurement, and contracts.
- Accomplished in requirements gathering, resource organization, task prioritization, scheduling, and successfully achieving objectives within predefined goals.
