Job Description
Responsibilities
· To lead and guide Procurement Executives and Assistant Procurement Executives in ensuring that all established Company procurement procedures are adhered to in the procurement of goods and services
· To ensure that the correct materials and services are negotiated and procured at the optimum price, delivery and on favorable terms and conditions, in accordance with project specifications and established Company procurement procedures
· Evaluation of technical proposals based on engineering specification
· Capability to propose and counter-offer the requestor equivalent grades of material
· Profound knowledge of product specifications, functionalities and applications related to offshore materials
· To source, negotiate and procure materials and services from identified and approved sources, local and overseas
· To advise requestor on selection of suppliers and purchasing terms and conditions
· To generate purchase orders, monitor and follow up and expedite with suppliers on delivery of goods and services
· To review supplier’s performance on price and delivery and to co-ordinate with supplier, QA/QC and Engineering on quality and technical issues
· To compile purchasing statistics and reports on assigned materials /commodities if required
· To liaise with Finance team on vendors credit application, bank and financial instruments
· To liaise with other departments such as HSSE, Projects, Marketing, Finance, Production, Planning, QA/QC, Engineering, Stores, etc., on procurement matters whenever necessary, e.g., Technical Clarification Record with suppliers
· To be involved in the Vendors’ Qualification and Assessment as per Company procedures
· To conduct new vendor survey and qualification as per Company procedures
· To conduct Annual Assessment of suppliers in accordance with Company procedures
· Conduct due diligence of identified sources and facilitate their pre‐qualification
· Monitor and pro‐actively take action in response to market trends for raw material
· Prepares bidder lists and releases request for quotes (RFQ)
· Prepares bid tabs and analytically evaluates proposal in terms of the commercial and technical requirement.
Requirements
· Degree or Diploma in Purchasing Management/Supply Chain Management/Engineering or equivalent
· Minimum 5 years’ experience in Marine or Oil & Gas industry or machinery procurement experience
· Must have positive “Can Do” attitude with good interpersonal skills
· Initiate and engage in active problem solving
· Able to maintain integrity of electronic files and confidential information
· Able to establishes and maintains strong and ethical business relationship with suppliers
Job Related Information
· Permanent| 5.5 days’ work week | Monday-Friday 8am-5pm, Saturday 8am-12pm
· Head-Office Location: Office Location: 45 Gul Rd, Singapore 629350.
Salary & Benefits
· Monthly Basic Salary: Based on expertise, academic qualification and skills
· OT pay entitlement: OT Flat rate S$8/- per hour
