Job Description & Requirements
Duties include but not limited to assisting contracts manager for:
Pre-Award/Tender Stage
Study of tender specifications, contract requirements in order to prepare the bill of quantities and pricing estimate for the main building works, prime cost sum/provisional sums, contingency liability and schedule of rates
for the various trades within a given deadline.
Submit and attend to all tender and project queries on behalf of the project team during the tender stage.
Consolidate all the required tender documents including but not limited to project execution/implementation report, company financial declaration in a timely manner.
Awarded/Construction Stage
Review the letter of award, main contract and related correspondences and assist the management team to negotiate some of the terms with the Principal.
Involve in negotiating the terms of the WICA, CAR and performance bond under the new insurer framework.
Involve in onboarding the subcontractors by way of negotiating and preparing letter confirmation following with the letter of award and subcontract agreements.
Prepare the monthly claim in a timely and accurate manner to be submitted to the Principal within the Security of Payment Act (SOPA) framework or otherwise stated in the main agreement.
Prepare the payment certificate in a timely and accurate manner to be submitted to the subcontractors within the Security of Payment Act (SOPA) framework or otherwise stated in the subcontract agreement.
Prepare the variation claims/omission to be submitted to the Principal in a timely and accurate manner.
Post Construction Stage
Coordinate the maintenance team and/or subcontractors involved to perform defects rectifications and routine maintenance as stipulated in the main agreement.
Prepare the final claim to be submitted to the Principal in a timely and accurate manner.
Coordinate and prepare all the final accounts with the subcontractors in a timely and accurate manner.
Assist in discharging the performance bond liability with the insurer and the principal upon maturity of the bond or final completion of the project whichever is earlier.
Job Requirement
Preferably familiar with SIA Conditions of Contracts 9th Edition (2010) or SIA Building Contracts 1st Edition Lump Sum (2016)
Must be familiar with the latest Security of Payment Act 2018
Must possess good oral and written communication skills.
Min. Singapore diploma in Quantity Surveying/Civil Engineering.
Preferably 3 or more years builders main contractor experience.
