Role Purpose:
Construction Engineer is responsible for coordinating the construction activities and delivering the assigned construction work scope by meeting the specifications stipulated, timeline, and HSEQ requirements. Supervise and inspect the construction activities of the multi-discipline assigned in either electrical, mechanical, piping, painting or structure discipline in the FPSO/FSO construction. Construction engineer reports to either site manager or construction manager.
Responsibilities:
- Study and monitor the project contracts and requirements, which include contracts between client and COMPANY & contracts between subcontractors and COMPANY.
- Discuss and prepare the construction plan and strategy in close collaboration with construction manager or site manager.
- Ensure subcontractor has sufficient Workfront and no impact caused by delivery delays.
- Ensure the sub-contractor has all the required resources to complete all activities.
- Prepare and issue detailed work packs for integration and carry over work.
- Assist construction manager in the development of manning plan.
- Review and ensure vendors are mobilized when required as per schedule.
- Review and ensure main sub-contractor mobilize specialist sub-contractors in line with the project schedule.
- Reviews and ensures subcontractors detailed overall planning, schedules, manning levels are aligned with company’s expectations.
- Review and ensure construction material delivery is aligned with forecast schedule and coordinate and expedite any shortfalls.
- Regularly monitor the master construction schedule and advise yard team and COMPANY construction team on priority work areas.
- Ensure all construction activities and systems are completed as per priories, construction, and commissioning sequence.
- Ensure that all construction milestone dates can be achieved as per schedule.
- Assist in the management of document control process throughout the duration of project.
- Ensure that site document control procedures are being followed and all latest revision documents received, filed, and distributed to concerned parties.
- Review and ensure all engineering deliverables are being received in line with forecast schedules.
- Review construction supervisors and QC inspector’s daily reports for progress and concerns.
- Review yard reports and summarize the highlights, concerns, and potential impacts.
- Attend meetings with sub-contractor and client and communicate all requirements and concerns related to the project.
- Coordinate with sub-contractors, construction team and QV team to expedite and ensure successful construction activities.
- Supervise and inspect construction execution for the incumbent’s particular discipline and day-to-day activities.
- Apply the knowledge of assigned discipline, such as structure, piping matters, electrical, painting, and mechanical equipment installation sequences with the view of constructability and progress.
- Organize, direct, and supervise sub- contractors to ensure construction & installation procedure strictly follow drawing & relevant regulation requirement and equipment vendor’s specification.
- Conduct regular inspection and ensure that sub-contractor site work team work according to construction’s requirement.
- Manage and execute the site works and plans at the yard and ensure that the technicalities of construction requirements and standards are adhered to.
- Responsible for the successful delivery of yard project scope within specified quality standards, time and budget.
Qualifications:
- Bachelor’s Degree or Technical college certificate.
- Track record of construction of at least 2 FPSO project with module fabrication, integration of marine and topside modules.
- Minimum of 6 years work experience in EPC of onshore/offshore oil and gas or FPSO projects.
- Intermediate AutoCAD
- PC skills with proficiency in MS Office
- Comprehensive knowledge in construction management, project management, construction methodology principles, quality assurance and HSSE requirements.
- Strong working knowledge of contractual documentation (contracts, waivers, addendums, annexes, scope changes, contractual schedule etc.) and ensures planning and execution complies with contractual requirements.
- Identifies elements of project design, contract and construction likely to give rise to disputes.
- Provide technical input and directions to mitigate the issues.
- Mainly works at construction site environment. Will be assigned to work full time at the appointed project site, including international locations where applicable. - Normal exposure to hazards such as noise, heavy equipment, temperature extremes, chemicals, etc. for construction site environment. -80-90% site work, 10-20% office work for planning phase prior to site-in.
