Purpose:

This role is to perform assigned project/proposal Quantity Surveying activities with administrative of Post-Subcontracts (Block-K) documents (e.g. Major Fabrication Subcontracts Agreement and Related Exhibits A-J of RFP (Request For Proposal) Package) with accountability.

  • Responsible for preparing and evaluating a job-specific Pricing Schedule Table of Exhibit E, Appendix 2 of RFP Package for budgeting and making a contract with subcontractor by collaborate with Engineering at proposal stage.
  • Responsible for carrying out Remeasurement Quantity verifications against to IFC -Drawings submitted by Subcontractor at job execution stage.
  • Change work management including miscellaneous works such as Reimbursable, custom clearance documents (Chinese/Portuguese, Others) verifications at Job execution stage.
  • Preparing monthly cost forecast based on WCR/MTO versus contractual values and latest remeasurement quantities at job execution stage.
  • Tracking SI / CR Log and estimating related cost impact and notify PMT, Project Snr. Lead QS at job execution stage.
  • Negotiation with subcontractor and assist Project Snr. Lead QS and PMT (especially Project Control Manager and Project Contract Manager) for final account close out at Job execution stage.
  • Material reconciliation against free issued quantities versus as built quantities at job execution stage
  • Safe keeping project close out final documents in J-Drive or Share points as repository data.


Responsibilities:

  • Observe basic Subcontracts agreement’s core points of General costs and Remeasurement costs and it’s mechanism.
  • Thoroughly understand of the “Method of Measurement”, Overall Pricing Schedule or Schedule of rates (SOR) and Support services unit rates as per Contracts Agreement Exhibit-E guidelines and understand of the other Exhibits in RFP Package (such as Term & Conditions, Scope of Work, etc.) and/or Contract documents as well. Ensure to determine of Base scopes and additional scopes.
  • In depth knowledge on Excel formulas such as Pivot table, V-Lookup, Concatenate, $sign freeze in column & rows and its mechanism, including error reading and understand of the formatted documents from Subcontractor in an easiest and efficient way of computations.
  • Close coordination with Construction, Engineering, Planning and Quality team to update actual progress status and identify potential change works and understand it’s root cause of change.
  • Update on SI-Log / COR or CR, CO-Log and monitoring change work completion status Update on a timely manner and periodical distribute to PMT liaising with Project Snr. Lead QS.
  • Verify Remeasurement Quantities submitted by subcontractor as guided by method of measurement in contracts and liaising with Project Snr. Lead QS using COMPANY Standard format as per Subcontracts Agreement.
  • Verify reimbursable or Cost-Plus documents (Chinese, Portuguese, other) submitted by subcontractor and update to Project Snr. Lead QS of the outcome and notify immediately if any discrepancies found.
  • Verify Custom clearance documents (Chinese, Portuguese, other) submitted by subcontractor and update to Project Snr. Lead QS of the outcome and notify immediately if any discrepancies found in cost and inappropriate documents found.
  • Assess cost of the T&M works and timesheet verifications liaising with subcontractor’s counterpart to finalize the appropriate cost impact.
  • Material reconciliation against with free issued (MFE) materials and As built quantities and identify the gap, if found over issued the relevant cost to be back charged to subcontractor
  • Assist the project Snr. Lead QS and PMT (especially Project Control Manager and Project Contract Manager) for Final Closure accounts and safe keep Project Data in appropriate J-Drive folder / Share points as directed by the head of the department (Section Lead).
  • Utilize and/or update the historical data of unit rate, contractual value and final settlement value with subcontractors for evaluating and budgeting activities at proposal stage.


Requirements:

  • Bachelor of Engineering Degree, Engineering Diploma, Marine Degree / Diploma Graduates or Oil & Gas related Bachelor of Engineering Degree / Diploma is essential.
  • Minimum 5-8 of Experiences in Oil & Gas especially FPSO shipbuilding or Shipyard experiences.
  • Microsoft Office / AutoCAD / Primavera Training Certificates
  • Min 5-8 years of experiences in FPSO Shipbuilding, FPSO Repair works in Onshore / Offshore and Oil & Gas related industries like Plants / Refineries related experiences are preferred including an intensive knowledge in Microsoft Office (Especially in Excel, PowerPoint, Word)
  • Works in the office environment, continues sitting posture and operating computer.
  • Frequent site visits and conduct physical inspections when required especially Change Works related witness on site.
  • Occasionally lift boxes to manage hard copies of Suppliers and Subcons Dwg. /Data Book.
