Workplace safety and Health Officer (WSHO)
- Ensure compliance of all statutory legislation and requirements at all levels
- Establish and promote safety awareness throughout the Company
- Establish WSH training matrix and programs for employees
- Assist in scheduling of HSE meetings such as committee, mass tool box etc
- Preparation and implementation of Safety Program
- Develop, implement and review safe work procedures and Risk Assessment at project requirements
- Ensure all work practices comply with company safety policy and WSH act
- Ability to identify problems and provide solutions
- Able to lead fellow colleagues and inculcate them towards safe work culture
- Compile all relevant report and records, carry out daily safety inspection
- Prepare and submit weekly safety report as required by management and clients
- Participate and involve in OHSAS 18001 and ISO 14001 implementation and audit
- Other ad-hoc duties assigned by the Project Manager
- Investigate workplace accidents and injuries and refer them to the proper authorities.
Environmental Control Officer (ECO)
- Prepare and submit a Site Environmental Control Programme to the occupier of the construction site at least three weeks before work commences on the worksite on deadline for the occupier to submit the Site Environmental Control Programme to the Director-General of Public Health;
- Inspect the construction site to ensure all facilities and equipment relevant to the maintenance of environmental health are in proper working condition and do not pose any environmental health hazard;
- Point out and discuss environmental health irregularities such as mosquito and fly breeding, rodent infestation, noise/ dust/ smoke/water pollution, poor housekeeping, earth littering, poor refuse management, poor maintenance of sanitary facilities, etc. with the occupier of the construction site and recommend measures to rectify such irregularities;
- Attend to all feedback on such irregularities and inform the occupier of the construction site accordingly;
- Report and submit a Site Environmental Control Report to the occupier of the construction site once every monthly
- Assist the authorities to investigate outbreaks of infectious, vector borne or food-borne diseases on the construction site;
- Organize campaigns, training courses and other activities to develop and sustain the interest of workers in maintaining good environmental health standards in the construction site.
- The Environmental Control Officer (ECO) is responsible for introducing Environmental Awareness to all Workers / Staff at Site.
- The role of an ECO is to advise the occupier of the construction site on what needs to be done.
- The ECO shall look out for conditions/ situations in construction site which causes environmental health problems or are likely to cause environmental health problems. He should report these conditions/ situations to the occupier of the construction site together with recommendations on remedial measures to be taken to prevent recurrence. The main areas where the ECO should pay attention to are:Disease-bearing insects and rodents;
▪ Proper disposal of construction waste/ marine clay;
▪ Noise, air and water pollution;
▪ Earth littering;
▪ Siltation of drains;
▪ Food hygiene in canteens;·
▪ Proper maintenance of septic tank(s)/ holding tank(s), chemical/ portable toilet(s) and other sanitary facilities; and Any other environmental health matters, such as wash bays, silt traps etc.
Earth Control Measures Officer (ECMO)
- Specific responsibilities and duties of the Earth Control Measures Officer shall emphasize on the following main areas of concern:Implementation of Earth Control Measure (ECM) Plan according to the QECP’s design
- Work closely with and assist the Qualified Erosion Control Professional (QECP) and other stakeholders on all matters related to the earth control measures for the project site
- Devise the effective operation of earth control measures for the project site
Develop & implement a maintenance and inspection programme for the project’s earth control measures
- Update the QECP on any irregularities related to the project’s earth control measures which may require the QECP to enhance and/or re-design the ECM Plan Any other matters related to earth control
