- Assist in approving proposed ratings for manning offices, except for Petty Officer.
- Review and validate invoices and disbursements, excluding travel expenses.
- Carry out tasks related to Japanese seafarers, if assigned.
- Collaborate with vessels and manning agents to plan crew relief, and maintain a 90-day planner.
- Verify the qualifications and documents of sea personnel candidates based on the company/owner’s recruitment criteria.
- Ensure that all crew members joining or sailing the ships comply with the training and certification requirements of the STCW Convention, 1978, as amended, and the Flag State’s statutory regulations.
- Work with manning agents to fulfill Flag State documentation requirements.
- Monitor the validity of officers’ and crew’s licenses and documents using the STCW monitoring sheet sent from the vessel.
- Coordinate crew change activities with vessels, manning agents, and crew handling agents.
- Obtain approval from the owner for any candidate if required.
- Maintain and update records of crew lists and sea staff.
- Update the crew matrix for tanker vessels.
- Arrange officer briefings either through the video/audio-link system or in-person at Singapore, owner, or charterer’s offices.
- Verify various invoices from port agents and the Statement of General Expense (SGA).
- Arrange for crew travel management (CTM).
- Perform any other assigned ad-hoc duties as required.
