HSEQ /Marine Manager (Owners)

Purpose

To ensure company’s HSEQ policies and Marine operations related safety and security and closely monitored, implemented, and followed up.

To ensure fleet vessels through Tech managers are maintained as per Companies and international HSEQ Safety and Environmental standards.

Monitor/Follow up Tech managers’ performance basis the company’s performance indicators.

Interrelations

· The HSEQ Manager reports to the Tech Director and interrelates with Fleet, Marine Ops and Manager’s for the management of vessel operations.

· The HSEQ Manager has a functional reporting to Head Quarters of HSEQ.

· The HSEQ Manager will interrelate with MD, General Managers, Fleet Managers, Tech Managers, HSEQ Superintendents, Ship Masters, and Officers, Internal and External Audit Bodies, Flag and Class Bodies

· The HSEQ Manager will interrelate with the CEO, Tech Director and HSEQ headquarters on safety issues and safety campaigns.

Formal authorities

The HSEQ Manager has the authority to:

· Delegate authority to the internal support functions

· To deal directly with external bodies in the furtherance of the position’s tasking.

· To deal directly with ship's staff in the furtherance of the position's tasking

· To coordinate and collate information as necessary for reports analysis, reporting and propose action plans to address identified risks or improvement potentials.

Main responsibilities

· Ensure that Company and Company specific HSEQ policies are implemented on board and ashore.

· Ensure the safe operation of each ship, including monitoring the safety & pollution prevention aspects.

· Ensure that adequate resources and shore-based support are applied as required for matters relating to safety and pollution prevention.

· Provide a link between the Company’s highest level of management and those on board.

· Inspections review of documentation like Safety inspections, Incident reports, Safety delegate meetings, Exercise reports etc. are carried out in accordance with company’s procedures.

· Act as the first point of contact for concerns raised by those on-board regarding safety and pollution prevention and immediately notify the highest level of management.

· To ensure vessel/s comply with all relevant rules & regulations with special emphasis on the ISM code, the applicable ISO 9001 and ISO 14001 standard as well as flag state, port state and the industry's special requirements and regulations, and render marine and cargo related support to ships as appropriate.

· Follow up with Tech managers on Review corrective and preventive actions on all operational matters for Right ship with vessel masters, Tech managers, fleet manager and stake holders.

· Follow-up as required for vessel Vet matters, review Vetting questionnaires, and prepare detailed close out reports of any Vetting.

· Where required follow up with Terch managers in preparation of vetting inspections and participate in PSC preparations.

· Adhere to a system to keep the Organization updated, to the greatest extent possible on latest Vetting, Right ship.

· Ensure Safety Training and Competence Training is imparted to the onboard Crew, in consultation with the Crewing Managers, as required.

· Ensure the fleet complies with the company’s standard operating instructions.

· Implement manager/Owner triggered campaigns across the fleet and follow up outcome.

· Conduct Inspections on board ships (Safety & Quality, Security (ISPS) and Navigation and office of stake holders.

· Prepare training material and conduct shipboard training.

· Conduct / assist / follow up accident / incident investigations with Managers.

· Conduct ship inspections.

· Work closely with all office personnel in preparation for safety related matters.

· The person shall remain fully responsible for the implementation of Health, Safety, Security and Environment standards.

Accountabilities

The success will be measured against:

· Objectives/targets as defined in regional AOP and through performance assessment process.

· Conduct of assignment and interaction with Managers / Crew of the ships

· Timely reporting on work done.

· Travel arrangements as regards timeliness and cost efficiency

· Availability and flexibility for jobs

· Initiative to develop work and take on additional responsibility.

· The ability to judge conditions that make a vessel un-seaworthy or liable for detention or problem vessels and immediately report Line Manager of such conditions.

Qualifications

Mandatory requirements

· Master Mariner

· Auditor training.

· Sea Service in a Senior Position for at least 5 years and/or equivalent shore based HSEQ experience.

Additional preferences

· Accident / Incident investigator

· The nature of work and assignments require a high degree of self-autonomy and the ability to work independently.
