Scope of role
- Manage the technical requirements and technical design aspects of the project
- Analyse the organizational needs, scope the problem and develop technical use case to address the problem.
- Map and review the business requirements to technical design
- Document requirements, source and evaluate alternatives, and recommend solution that best fits the Authority’s needs
- Work with the users to ensure smooth deployment and adoption of new solution
- Prepare end user documentation (training manual, user manual, business process flows) on the operation or maintenance of technical systems.
- Assists with the documentation of technical design, specification, and technical solution.
Other responsibilities
- Technical Analysis Planning and Monitoring: Identify stakeholders, techniques, and processes to manage, track and trace requirements
- Enterprise Analysis: Refine and clarify business need, define solution scope, and develop use case.
- Requirements Analysis: Assess current state, analyse stated requirements of stakeholders, and elaborate to sufficient detail that accurately defines business need within specified scope
- Solution Assessment and Validation: Source and evaluate alternatives to identify solution that best fits business need, identify gaps, and determine workarounds/changes to the solution. Assess deployed solutions to see how well they met the original need
- Manage conflicts, issues, and changes to ensure stakeholders and project team remain in agreement on solution scope, communicate and manage expectations of stakeholders
Requirements
- Bachelor or higher degree in IT or equivalent
- At least 7-10 years of relevant experience in application production support on .NET applications in both Unix and Windows operating environments;
- At least 5 years of experience in secure coding (WAF, VAPT)
- At least 3-4 years of experience manging a team and leading a project
- Knowledge in Agile Methodology, Cloud Technologies and Container Technologies
- Understand SDLC and experience working with business users, various IT teams and vendors;
- Familiarity with databases (e.g. Oracle, Microsoft SQL) and application servers (e.g. IIS, WebSphere Application Server);
- Positive attitude and able to work under pressure;
- Excellent technical skills (e.g. system design/development and cybersecurity);
- Good knowledge of the Government Instruction Manuals with regard to ICT
- Self-driven, creative and team-oriented person with good interpersonal skills;
- Sound understanding of the technical aspects of systems integration in an environment with diverse technology;
- Strong communication skills and ability to influence to gain consensus from multiple stakeholders when required;
- Possess strong information acquisition, analytical and problem solving skills;
- Good organization skills and able to work with minimal supervision in a rapidly changing environment;
