Lead Piping Engineer

Position Summary:

Responsible to execute and deliver piping deliverables and for larger scale project to lead, manage & supervise a team of piping discipline resources in order to deliver the design within the project schedule and budget, while meeting quality expectations, design standard and client requirements.

Technical/Functional Responsibilities:

· Design, develop and deliver piping engineering deliverable including layout, detail, pipe support specification, isometric, basis of design, material take off.

· Survey existing site for tie in

· Support tender activities by reviewing tender submittal technical aspect

· Track the deliverables status to ensure they are delivered within the project timeline

· Review and agree to the budget together with project manager, manage and control the budget to avoid overrun.

· Raise Change note with associated manhour to support Project Manager.

· Support the construction team, provide clarification to the construction team.

· Depending on project the engineer may be required to be station at site for a certain period of time or may require to come to site periodically.

· Manage the Piping team comprises of Engineers and Designers administratively which encompass

1. Manage the contracts for non permanent staff, hiring interview, and submit business case for hiring.
2. Manage and control the department billability, distribute the project workload and manhour within the department
3. Inform engineering manager on shortage of manpower or workloads in order to ensure efficient and effective execution of work
4. Conduct annual review on team members, including appraisal, issuance of Performance assessment concern report, proposing any promotions, terminations of team member within the Department head jurisdiction.
5. Identify team member with outstanding talent for retention and development

· Manage the Piping team improvement in quality, technical proficiencies, knowledge

1. Identify team member strength and weakness, work together with the team member to improve the team member performance
2. Coordinate with other discipline head of department in term of inter-discipline work coordination
3. Plan, identify and propose training for team member to ensure the department resource are adapting to market industry trends, regulatory knowledge.
4. Provide guidance to the Junior team member
5. Develop department standard, inter-discipline scope (including workshare scope)
6. Attend project proposal meetings and submit the proposal manhour, assumptions, exclusions and qualifications to the engineering manager

· Department head should be technically competent in order to allow proper guidance function to the team member.

Requirements:

· Degree in Bachelor or Master in Mechanical Engineering

· Min experience of 15 years in the Pharmaceutical industry, the experience should cover development from Feasibility phases to the end of construction, including involvement during construction.

· Lead Project deliveries related to the piping engineering which value are > 100 million USD

· Work & Deliver Singapore projects for min 10 years, has solid knowledge on Piping specification, piping stress impact and forces.

· Knowledge and experience in developing piping layout, select the correct type of pipe to meet the process P&ID requirement, develop specifications, detailing, manage project phases, scope of works, technical bid analysis, creating tender packages.
